The San Francisco Department of Public Health is accepting applications for an EPIC Inpatient Applications Manager (0933 Manager V), Information Technology Services.

Job Description

Under the direction of the EHR Epic Program Director, the Epic Inpatient Applications Manager (0933 Manager V) will manage an IT and workflow team while serving as the central contact person for Epic Inpatient Application modules/teams. The Epic Inpatient Applications Manager is also responsible for engaging key clinical stakeholders to align IT resources in support of the organization's goals and objectives; works closely with the other IT Managers and operational teams to identify changes required in current workflow, system design, build, and long-term support. The manager will also translate these needs into functional solutions within the teams that they manage and support these efforts through tracking of metrics/outcomes.

The Epic Inpatient Applications Manager (0933 Manager V) will set strategic direction and objectives for assigned teams based on the communicated goals of the organization, the overall IT strategy, and opportunities identified by the manager. Oversees coordination between applications, facilitates regular integrated workgroups, follows implementation timelines and strategies relating to clinical applications, and ensures the team maintains application related documentation. This position also develops, defines, and coordinates functions and activities among a variety of divisions and systems across SFDPH, affiliate organizations, and third-party partners. This requires cross collaboration with internal SFDPH operational groups and stakeholders. Primary areas are clinical for the general acute-care hospital, the long-term care facility, and Jail Health.

ESSENTIAL DUTIES

  1. Monitors and evaluates the effectiveness and efficiency of the division's service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments, and changes.
  2. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
  3. Monitors the work of and coaches subordinates to improve performance.
  4. May serve as liaison for the Department with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explains and justifies Departmental or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
  5. May plan, develop, implement, or direct major or complex projects or programs which span a number of the department's established sections or divisions; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
  6. Receives and analyzes division and departmental reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.

The Epic Inpatient Applications Manager (0933 Manager V) performs other duties as assigned or required.

Qualifications

Minimum Qualifications

1.       Possession of a bachelor’s degree from an accredited college or university,

AND

2.       Eight (8) years of experience in information technology, of which three (3) years must include supervising IT professionals.

AND

3.       At least one (1) of the following Epic Certifications (or documented Accreditation or Proficiency): EpicCare Inpatient Procedure Orders OR EpicCare Order Transmittal OR EpicCare Clinical Documentation OR Epic Stork OR Epic OpTime OR Epic Anesthesia OR Epic ASAP OR Epic Bugsy OR Care Everywhere OR Willow Inpatient OR Willow Ambulatory.

Substitution: Additional experience in information technology may substitute for t5he Bachelor’s degree on a year-for -year basis (e.g., four (4) additional years of experience can substitute for a bachelor’s degree, two (2) or three (3) years of additional experience along with an Associate’s degree (AA) or equivalent may substitute for the bachelor’s degree).

Desired Qualifications

  • Experience managing large teams in a complex, integrated environment
  • Experience and working knowledge of hospital, skilled nursing facility,a nd jail health based processes and procedures
  • Strong knowledge of the end-to-end processes which drive successful communication across clinical information systems
  • Experience in project management and process leadership (i.e., experience directing large, integrated projects across teams)

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
