The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities. 

Job Description

Under general direction of the Systems Division Director, this position includes roles and responsibilities which provides direction to all staff within the division and provides support and benefit to all users of our applications. 

Key responsibilities include:

  • Lead all aspects of the Division’s program and project management, including portfolio management, governance, delivery methodology, scope, scheduling, resources, budget and costs; 
  • Identify, implement, and promote consistent project management standards, tools and processes across all Division teams; 
  • Lead all aspects of systems service delivery, including service strategy, service design, service transition, service operation, and continuous service improvement;
  • Identify, implement, and promote consistent service delivery standards, tools and processes across all Division teams; 
  • Manage organizational change management impacts including stakeholder engagement, change impact analysis, workforce readiness assessment, leadership alignment, organizational communications, training solutions, and service desk support;
  • Develops staffing plans, hires and manages staff, and evaluates performance of staff as well as consultants;
  • Communicates with Controller’s Office Senior Management, Executive Steering Committee(s), advisory boards, commissions, major stakeholders, and the public by providing regular reporting,
  • Manages a team of up to 25 people assigned across the following teams: Project Management Office (PMO); Change Management, Communications, and Training; User Support;
  • Performs other duties as assigned. 

Qualifications

Education:   Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in information systems management; computer science; computer information systems; information technology; or business administration; AND,

 Experience:   Six (6) years of progressively increasing project management experience.  This experience must include the following for a mid to large scale organization:  

  • Three (3) years managing IT projects, or working in tandem with IT project managers,
  • Two (2) years developing or managing processes for a program or project management office,
  • Two (2) years leading change management, training and/or organizational transformation initiatives, and
  • Two (3) years managing and supervising direct report staff.

SUBSTITUTION:  May substitute up to two (2) years of required education with additional years of experience.

Desirable Qualifications: 
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge and experience with project management or operational support of Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), or Oracle Business Intelligence;
  • Experience in implementing service delivery methodologies, such as ITIL, for mid to large scale organization;
  • Experience in setting up and/or participating on Project Management Office (PMO) teams;
  • Experience in setting up and/or executing governance policies & procedures related to systems implementation and support;
  • Project Management Certification or demonstrated experience in project management;
  • Management experience in a public or nonprofit organization;
  • Demonstrated strong analytical, planning, and organizational skills and abilities;
  • Experience with hiring and managing project managers, functional and technical staff;
  • Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff;
  • Proven ability to plan, organize and direct work of a diverse group of professional subordinates as well as the ability to consistently work productively and professionally under the pressure of critical deadlines when supporting systems implementations and 24/7 operations; and
  • Excellent communication skills as well as proven leadership, collaboration and team building experience.

Selection Procedures:

Applications will be screened for relevant qualifying experience. Additional screening mechanisms may be implemented in order to determine the applicants’ qualifications. Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. 

Oral Examination (Weight: 100%) Candidates who meet the minimum qualifications will be assessed through a structured oral panel examination designed to measure their relative knowledge, skills and ability level in job-related areas. A passing score must be achieved on the Oral Examination in order to be place on the eligible list/score report.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
