What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; a robust shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter individuals and couples using a low-threshold model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,500 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

Under the direction of HSH’s Human Resources Coordinator, the Senior Personnel Clerk will support HSH’s on-boarding/off-boarding processes for all employment related actions and other key functions to support HSH HR Operations.

Essential Functions:

  • Coordinate and deliver all onboarding and offboarding activities; prepare and submit the necessary forms to onboard and offboard employees; meets with employees in person to onboard and offboard
  • Functions as the backup payroll clerk;
  • Runs regularly scheduled reports; tracks probationary periods and processes probationary period adjustments/completions; runs sick leave usage reports; tracks training completions and assists with training enrollment;
  • Collect and enter data for full employment cycle spectrum;
  • Maintain fluid task management and communication;
  • Interact with all levels of staff with diplomacy, tact and excellent customer service both externally and internally;
  • Effectively communicate on-boarding and off-boarding processes to all stakeholders, employees, employment candidates, and internal business partners;
  • Enter personnel transactions, personnel requisitions or modifications, completing forms by electronic or manual means;
  • Maintain administrative and personnel records; and
  • Update personnel files both manually and electronically to conform to federal, state and municipal laws.

The 1204 Senior Personnel Clerk may perform other duties as required.

APPOINTMENT TYPE: Temporary Exempt, full-time position not to exceed six months or 1,040 hours in a fiscal year. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

Qualifications

Minimum Qualifications:

Applicants must meet the following minimum qualification requirements by the final filing date unless otherwise noted.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Two (2) years of verifiable experience maintaining personnel records and generating reports, equivalent to the duties of City and County of San Francisco class 1202 Personnel Clerk.
