Under general supervision, this position performs professional-level human resources work in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

This position is part of the Special Projects team under the Employment Services Division of DHR. The team provides direct, as-needed HR support to City departments in any area of HR as mentioned above.  This position will perform HR-related work in any functional area needed to support HR work orders and any special projects assigned. The specific duties will depend on the work order or project request. This position reports directly to the Employment Services Project Team HR Supervisor.

This position will be part of the Special Projects Team at DHR through December 2022. After December 2022, this position may be moved to the Department of Homelessness and Supportive Housing (HSH), performing professional-level human resources work in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations specifically for HSH. 

Job Description

Under general supervision, this position performs professional-level human resources work in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Examples of important and essential functions of this position include:

·       Develops and maintains professional relationships with various stakeholders requesting HR services.

·       Assists HR Supervisor and Senior HR Analysts with special projects and assignments as requested.

·       Prepares job announcements, reviews employment applications to determine applicants’ eligibility based on minimum qualifications, communicates with applicants.

·       Consults with and advises hiring managers on developing selection devices, interview questions and rating guidelines.

·       Conducts job analyses, organizes recruitment activities, reviews employment applications, develops and administers selection devices, analyzes results, recommends passing scores, and creates eligible lists.

·       Provides information to departmental managers, supervisors and employees regarding organizational structures, appropriate staffing patterns, discipline, classification, compensation, budgetary issues and related personnel rules, policies and procedures, City employee leave and reasonable accommodation policies, and MOU interpretations.

·       Interprets and explains existing HR policies and practices.

·       Assists with disciplinary hearings.

·       Assists with investigating and responding to discrimination complaints.

·       Reviews and evaluates requests for leave and ADA reasonable accommodations.

·       Coordinates workers’ compensation claims.

·       Reviews and analyzes requests for salary and wage adjustments.

·       Researches, compiles, and maintains important personnel information, reports, and records.

·       Prepares written materials including letters, reports, memoranda, and forms.

·       Coordinates processing of human resources transactions.

·       May perform other duties as assigned.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience:
One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. 

Substitution:

  • Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)
  • Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco's 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience.

SELECTION PROCEDURES

If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview
