San Francisco Public Works is seeking a project manager to lead the design and construction of the new San Francisco Fire Department (SFFD) Fire Training Facility (FTF) to be located at 1260 Carroll Avenue. This is a high priority first responder project.  The proposed FTF would provide necessary training facilities for effective firefighting, including live-fire training, classroom training, equipment training, and emergency medical services training. The proposed fire-training facility would also consolidate and replace the fire department training facilities that are currently at 19th and Folsom streets and on Treasure Island. Project scope will include full services project delivery through design and construction phases. 

The proposed fire-training facility may consist of the following: 

  • A three-story (50-foot-tall), approximately 70,000-square-foot fire-training and administration building for classroom instruction and administrative functions
  • A one-story (50-foot-tall), approximately 27,000-square-foot apparatus building for apparatus training and storage
  • A one-story (40-foot-tall), approximately 19,200-square-foot shop/maintenance building that would house metal and wood shops for building and maintaining training props 

In addition to classroom instruction and apparatus training and storage, fire training that involves controlled burns and simulated rescue operations would occur at the following (proposed) prop buildings on site:

  • A seven-story (110-foot-tall) training tower 
  • A four-story (60-foot-tall) condo-apartment-style building 
  • Several structures and equipment up to 40 feet tall, including a Victorian house, a commercial prop burn room, a container burn room, a mock BART station, a vehicle fire prop, an apparatus training “hill,” and other simulation props

The total project budget is estimated to be $195M.

Job Description

The Project Manager, in collaboration with SFFD, shall plan, organize, direct and control the project development, budget, schedule, concept design and full design development. The Project Manager, also in collaboration with the SFFD, shall procure the consultant design disciplines needed to complete the design team, as well as procure the General Contractor for construction. 

The Project Manager assumes responsibility for completing the project on time, within budget and at a high level of quality; spans organizational boundaries to manage and coordinate the work of technical personnel; works closely with staff from the client department to make sure their needs and expectations are met. The Project Manager assists the staff from SFFD to solicit and manage community input, presents project updates at boards and commissions, and other government agencies to assure the project receives all regulatory approvals in a timely manner. 

Duties to be performed include but are not limited to:

  • Managing Public Works architects and engineers as well as design consultants and construction managers.
  • Managing the scope of the project, budget and schedule by reviewing the work product produced by City staff and design consultant teams.
  • Monitoring services and controlling of payment for services provided by the various City Departments and consultants.
  • Negotiating for resources with internal functional managers.
  • Monitoring and controlling expenditures and work progress.
  • Preparing financial reports.
  • Assuring a smooth interface between planning, design and construction.
  • Performing other related duties as required. 

Qualifications

1a. Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four years of responsible architectural, engineering or construction management experience, OR

1b. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR

1c. Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR

1d. California registration as professional engineer or architect.

AND

2. Four (4) additional years of project coordination experience, of which two (2) of those years must be for major architectural, engineering or construction projects.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process:

  • Functioned on a major project as the principal project manager or lead architect or lead engineer from project inception through construction and occupancy.
  • Functioned in the lead role on 2 -3 projects over $30M in construction value (each) delivered in the past 8 years.
  • Strong experience in project management or design of complex building projects.
  • Strong experience in delivering complex building projects utilizing alternative project delivery models.
  • Strong experience delivering projects with firm completion deadlines.
  • Ability to collaborate with large multi-disciplinary teams to meet aggressive budgets and schedules.
  • Possession and maintenance of a valid California Class C driver’s license.
