Job Description

Under the direction of the SFPUC City Distribution Division (CDD) Manager, the CDD Operations Manager exercises responsible charge of the CDD’s operations and maintenance activities for all facilities and lands in the SFPUC Local Water System.  This requires day-to-day oversight of all operations for the potable water, recycled water, and groundwater  pipelines, wells, pump stations, hydro-pneumatic stations, tanks and reservoirs within the City and County of San Francisco; oversight of operations and maintenance for the high-pressure dedicated fire-fighting water system (Auxiliary Water Supply System, AWSS, groundwater, recycled water); maintenance for all watershed lands and water facilities within the City and County of San Francisco; coordination with other SFPUC departments, other City departments including SF Public Works, SF Municipal Transportation Agency, and SF Fire Department, and enforcement agencies including the State Water Resources Control Board and Division of Safety of Dams, to meet all regulatory, operational, and construction support commitments and requirements; and supervision of all subordinate staff, and coordination and communication with other Division staff and management, to provide highest quality of service, meet Water Enterprise levels of service goals, and implement SFPUC Strategic Plan Mission, Vision and Values.  

The essential duties of this position include but are not limited to the following:

  • Oversee and coordinate operations and maintenance activities for Local Water pipelines, facilities, and lands to ensure compliance with regulatory requirements and SFPUC goals and objectives;    
  • Manage response to unplanned outages including facility failures, pipeline and valve leaks and breaks, water quality anomalies;     
  • Manage response to emergencies including fires, earthquakes, flooding from large main breaks, failure of other utilities located near water facilities, and other natural and man-made disasters;    
  • Assure regulatory compliance and service goals are being met at all times, including proactively monitoring water quality and water supply/demand levels, maintaining minimum and maximum pressures and other operating target levels, minimizing unplanned outages of water to customers;     
  • Manage planned construction work for main replacement program including assisting in long-term resource projections, prioritizing daily work, scheduling crews, overseeing pipeline shutdowns, main connections, service renewals, flushing, disinfections, pressure tests, and other work coordinated with contractors or others;    
  • Provide reviews and support for facility capital improvements and maintenance projects including design review for operational impacts, development and oversight of Shutdown Plans, coordination with other CDD groups, SFPUC staff, and contractors, supervision of staff during the shutdown, and documentation of shutdown and start-up activities, including follow-up for any unforeseen impacts,  changed conditions, or unanticipated results;    
  • Manage work for new or re-developed areas of SF including: replace or install new mains and water services, participate in design review, construction support, and shutdown planning meetings, make recommendations for facilities replacement, upgrade, relocation or repair;   
  • Manage response to main breaks, leaks, and customer inquiries within two hours of call, coordinate appropriate communications and repairs, assure cost and work information are documented accurately, provide follow-up communications as needed;    
  • Oversee proactive maintenance activities including flushing, leak detection, valve exercise, and hydrant maintenance in the distribution system, and inspection and routine maintenance at facilities, to assure preventative maintenance goals and schedules are met, assure documentation of maintenance activities and results in database is accurate, complete, and timely;   
  • Supervise Construction & Operations Team (COST) responsible for supporting all planned and unplanned work performed by the CDD Construction & Maintenance (C&M) department managing work intake, processing, and prioritizing work requests for maintenance activities, capital projects, new water service installations, and emergencies, developing 3-week look-ahead job and resource planning forecasts, scheduling daily construction work including permitting, site lay-out, shutdown, and restoration requirements, upload data and provide quality assurance for work orders, respond to inquiries regarding job status, coordinate with other departments and the public as needed;
  • Perform short-term and long-term planning and create reports to ensure adequate resource levels (staffing, equipment, and training) are provided to meet ongoing project commitments, maintenance needs, and department objectives;
  • Manage materials, equipment, vehicles and other resources assigned to subordinate staff effectively, efficiently, and maintaining a high level of accountability

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university

Experience: Seven (7) years of experience in operations, maintenance, and/or planning of water or wastewater facilities, systems, or programs, which must include three (3) years in direct supervision of water or wastewater utility staff

License: Current valid driver’s license, D4 Water Distribution Operator Certificate, AND obtain D5 Water Distribution Operator Certificate within one year of hire

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. 

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Excellent written and oral communication skills                
  • Construction management and scheduling experience, particularly working on water or wastewater facility construction or maintenance projects 
  • Knowledge of best management practices for water distribution systems
  • Possession of a California Civil or Mechanical Professional Engineer license

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: 

  • Knowledge of water distribution system operations.       
  • Knowledge of emergency response procedures, including Incident Command Structure, resource allocation, documentation, and pipeline repair procedures.
  • Knowledge of preventative maintenance strategies and best management practices for water distribution systems and facilities.
  • Ability to oversee a large pool of labor, equipment and materials resources, prioritize work, and schedule crews and equipment to meet short-term and long-term goals.
  • Ability to lead large number of diverse staff, including preparing daily work assignments, mentoring subordinates, providing appropriate training, creating a positive work environment, rewarding strong performance, applying progressive discipline appropriately, enforcing and updating policies and procedures.     
  • Ability to effectively communicate in speech and writing to management, other departments, external stakeholders and public.         
  • Ability to complete work orders, create reports, make recommendations, develop and manage budget, and control costs effectively.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.
