The current position is located at the San Francisco Department of Emergency Management (DEM) in the Administration Division (Admin). DEM manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Job Description

Within the Administration Division of DEM, the IT Team (DEM IT) manages resilient public safety systems that keep 9-1-1 operational for the City and County of San Francisco. The primary functions of DEM IT include Systems, Applications & GIS, Data Center Management, Network and Server Maintenance, Service Delivery and Project Management Office (PMO), and citywide programs overseeing Computer Aided Dispatch (CAD) replacement and Radio Systems Management. The team strives for 5-nines resilience with its core technologies of Public Safety Answering Point (PSAP) systems, including CAD, Logging Recording technology and Emergency Alerting/Notification.  DEM IT is also the data steward for sensitive and important law enforcement, fire, and medical datasets. 

Under general supervision, the Systems and Applications Engineer/Technical Expert position will be responsible for the overall systems management of the various technologies maintained by the department.  This will include analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems and networks within DEM. 

Essential duties include but are not limited to:

  • Conceptualizes the need for and plans and ensures maintenance, design, implementations and enhancement of commercial and public safety software packages, internally developed applications, interfaces, and datasets.
  • Oversees and assist with management of the day-to-day operations of various applications within the PSAP and general IT needs of the department.
  • Works closely with server and network engineers to ensure operational performance and support for DEM virtual server environment, storage systems, and network infrastructures
  • Manages vender relationships including scoping of application services and review of deliverables.
  • May include additional duties as assigned.

Schedule/Hours: Typically, Monday - Friday from 8 am - 5 pm. May include occasional weekend, evening, holidays, and on-call hours based on needs of the department. Telecommuting may be available on a limited basis at the discretion of DEM management pursuant to the City’s Telecommute Policy.

Qualifications

Education: 
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND

Experience: 
Five (5) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

Substitution
Additional experience as described above may be substituted for the required degree on a year-for-year basis [up to a maximum of two (2) years].  Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Desirable Qualifications:

  • Knowledge about industry standard technologies including Identify Access Management, VDI environments, database systems and languages including SQL and Oracle, cloud environments. 
  • Experience with creating and maintaining software interfaces and data extracts.
  • Experience with public safety technologies and supervision of technical staff.
