Job Description

The mission of the Department of Elections (Department) is to provide equitable access to voting and election-related services and to conduct free, fair, and functional elections for the City and County of San Francisco. Serving approximately 500,000 registered voters, the Department operates in an open and transparent manner and invites community members to observe elections processes and to provide feedback, making a concerted effort at all times to inspire public confidence in the integrity of elections in the City.

The Department invites applications for the 1840 Junior Management Assistant (Temporary Exempt) position in the Administration division of the Department. The Administration division provides oversight of the Department’s financial, personnel, administration, and general support services. In addition, the person in this position will oversee the Department’s Ballot Return Program.

This position reports to the Budget, Procurement, and Purchasing Manager and serves as a management-support associate responsible for various tasks in the administration division.

Position Schedule and Hours:

Work hours are generally 8 a.m. to 5 p.m. However, work hours will vary widely in accordance with the demands of the election cycle and will range between 30 and 70 hours per week. The person in this position must be available to work overtime both during the week and on weekends as necessary. Overtime hours are paid at 1.5 the hourly rate.

Position Salary: $35.1375 to 42.7375

Position Description:

Summary of Key Functions

In addition to the range of duties assigned to the 1840 job class, the person in this position will assist in conducting and organizing the Department’s purchasing activities and election-specific logistics, services and programs. 

Purchasing: Purchasing responsibilities include review of departmental purchasing requests, and procurement of supplies, materials, equipment, and services for the Department. The person in this position maintains responsibility for acquisition of suitable products and services, at the best price and within the delivery time required, while ensuring that that all purchases conform to City and County of San Francisco policies. The person in this position will also assist with contracting, working with City agencies, such as the Civil Service Commission and the Office of Contract Administration, in preparing and monitoring the executed contracts.

Logistics Coordination: The person in this position maintains responsibility for coordinating various election activities and serving as liaison to other City agencies and departments such as City Hall Building Services, Reproduction & Mail Services, Sheriff's Department, Central Shops, Department of Public Works, and the United State Postal Service. Other election specific responsibilities include preparation of rental plans for approximately 300 vehicles each election, including coordinating delivery and return of the vehicles; preparation of plans for the space required to execute various election processes for each election and coordinates various office support services.

The person in this position will also be assisting in the hiring of staff for the Ballot Return Program.

Election Services and Programs: The person in this position participates in the development and implementation of practices aimed at increasing the effectiveness and efficiency of the divisional processes, reducing administrative costs, and further streamlining services in anticipation of the future needs of San Francisco voters. Assists with the implementation of new programs and/or processes for the purpose of achieving organizational objectives and ensuring compliance with legal requirements.  Oversees the Ballot Return Program, including hiring and management of ballot retrievers and collaborating with the Sheriff’s Department the retrieval and transport of voted ballots during a 29-day early voting period for each election

Qualifications

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education, or related field, or other areas closely related to specific department program or function.

Substitution: May substitute up to two (2) years of the required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
