The SFMTA Planning subdivision works to deliver excellent transportation options for San Francisco. Planners at the SFMTA lead, convene, and coordinate with staff from all divisions of the Agency, other city departments, and external stakeholders to prioritize transportation policy, projects, and programs in service of the Agency’s vision – a city of diverse and vibrant neighborhoods seamlessly connected by safe, reliable, affordable transportation for all. 

Planners in SFMTA Planning also engage multiple communities in identifying their transportation needs, developing plans and programs to increase access, mobility, and safety in their neighborhood. The subdivision provides subject matter expertise on a wide range of transportation topics including emerging technologies, resiliency and sustainability, complete streets, major corridors, environmental review, commercial development, and mode-shift.

APPOINTMENT TYPE: Temporary Exempt - Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Planning Programs Position Description:
The Planning Programs team focuses on transportation mode-shift strategies, transportation safety efforts, and innovative pilot-programs geared towards supporting safe, convenient multimodal transportation. The team develops internal and city-wide programs, policies and education campaigns working with residents, community organizations, schools, local businesses, and other city agencies in supporting the SFMTA in achieving its strategic goals.

This Planner I position will support high-profile projects and programs including safety and encouragement campaigns such as Vision Zero education or Safe Routes to School and transportation choices education and outreach such as bicycle education or transportation demand management. This position will also support the broader Planning subdivision, matrixing to other sections as needed.

The ideal candidate is passionate about transportation planning, public service, and collaborating with others to build a San Francisco which is more diverse, equitable, culturally vibrant, healthy, economically thriving, and innovative.

Examples of Important and Essential Duties:

  • Supports the development, implementation, and evaluation of Planning Programs work such as Safe Routes to School, transportation demand management programs, bicycle education, or Vision Zero education.
  • Helps coordinate, plan, and facilitate community engagement efforts for Planning Programs work.
  • Conducts research studies and community engagement to formulate recommendations for Planning Programs work.
  • Assists in making presentations to elected officials, communities, businesses, and other groups to explain Planning Programs work.
  • Supports Planning Subdivision projects, including data collection and analysis, outreach coordination, grant writing, and meeting facilitation.
  • Performs other related duties as assigned.

Qualifications

Minimum Qualifications:

  1. Possession of a baccalaureate degree from an accredited college or university in city, regional, or urban planning, or a closely related field such as architecture, landscape architecture, geography, urban studies, public administration, historical preservation, or environmental studies; OR
     
  2. Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of city or urban planning, transportation, urban design, historical preservation, architectural or environmental review experience.

Notes:
1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience in transportation planning.
  • Experience and interest in work that promotes social justice and mobility justice through transportation, including intersectoral work with community-based organizations.
  • Ability to communicate technical transportation topics in a clear and precise manner including oral and written formats.
  • Experience and ability in working in a diverse work environment.
  • Ability and interest to be a strategic thought partner and creative problem solver.
  • Ability to adapt to new situations, changing priorities, or unexpected challenges to meet project goals.
  • Oral and written proficiency in Cantonese, Spanish, or Tagalog preferred.
  • Knowledge of San Francisco neighborhoods; experience working with unique and diverse communities within the City.
  • Ability to prepare graphic design and presentation materials using Adobe Creative Suite (Illustrator, Photoshop, InDesign) for conceptual street designs and outreach materials.
  • Proficiency in the use of ArcGIS to prepare maps and conduct data analysis and visualization.
