Job Description

Examples of projects that may be assigned to the Project Manager may include but are not limited to: India Basin Parks and other 2020 Health and Recovery Bond projects, including neighborhood playgrounds to Community Opportunity Fund projects.

Under administrative direction of the Capital Director and Supervising Project Manager, the Project Manager plans, organizes, directs and controls all or part of a highly complex engineering or architectural project from concept through design and construction closeout of the project.

The Project Manager class is used for projects which meet the following general criteria: They are at a substantial dollar level, they continue over a multi-year period, they require significant involvement in negotiation and consensus building among a variety of interested individuals and groups, they may involve complex, information systems, architecture/infrastructure planning and design or complex, unusual or unique construction or fabrication methods, and they are generally highly visible and of interest to elected officials.

Project Managers are responsible for overseeing planning, design, and construction of approximately four (4) to six (6) capital improvement projects at any given time with a combined project value ranging from $5 to $30 Million. In addition, the Project Manager may provide project management support to senior staff on large Capital projects as well as supervise interns within the Capital Division.

Essential qualities include being able to define a problem, have good judgment, accurately identify and describe cause and effect relationships, make clear evidence based recommendations, issue spot/raise red flags, and provide clear timely decisive feedback and guidance to construction delivery teams.  In addition, Project Managers are required to understand and participate in technical conversations and make decisions based on their technical expertise, including reviewing technical documents and providing feedback to consultants and project stakeholders.

IMPORTANT AND ESSENTIAL DUTIES

  • Preparing and monitoring budgets and funding plans, project schedules and expenditure schedules;
  • Overseeing the completion of conceptual design, detail design, contract documentation, and construction;
  • Providing comments on presentation and technical documents;
  • Controlling project cost and schedule; reviewing change orders; serving as primary contact for all parties involved in the project;
  • Managing work of a multi-disciplinary technical staff across organizational boundaries;
  • Tracking, recording, and reporting on project progress;
  • Making presentations to key stakeholders, the Recreation and Park Commission, Board of Supervisors, or other City agencies, and representing the Recreation and Park Department on task forces and working groups;
  • Preparing and coordinating Requests for Proposals, negotiating and monitoring consultant contracts, and developing Memoranda of Understanding;
  • Participating in general planning activities, including development of the department’s long-range Capital Plan;
  • Working extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments;
  • Meeting with Capital Division management staff to review project schedules and budgets, and assess progress or lack thereof on project implementation;
  • Make recommendations on how to increase speed, efficiency, or quality of project delivery;
  • Lead initiatives based on those recommendations, forming inter- and intra- departmental workgroups to revise business processes, and troubleshoot projects;
  • Participate in managerial meetings with the Department of Public Works, and other City agencies as needed;
  • Review and manage workload assignment to assistant Project Managers and interns;
  • Review and oversee development of project plans and MOUs with DPW and other Project Partners; and assist in the development and review of monthly financial projections; and
  • Managing Environmental Review processes and obtaining permits through the Department of Building Inspections and related regulatory agencies.

Qualifications

MINIMUM QUALIFICATIONS

1.      Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four years of responsible architectural, engineering or construction management experience, OR

2.      A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR

3.      Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

4.      California registration as professional engineer or architect.

Professional training in project management is desirable and may be a requirement in some departments.

DESIRABLE QUALIFICATIONS

Architecture or Landscape Architecture Specialty – Desirable Qualifications:

  1. Eight (8) years of verifiable professional architecture experience in which (3) years of that experience must be as a licensed professional architect or landscape architect performing architectural/landscape architectural, engineering or construction management experience, OR
  2. Master’s Degree in architecture plus six (6) years of responsible experience in a field directly related to the project, AND
  3. Registration as professional architect in any of 50 U.S. states

And

  • Experience with all phases of project implementation, including planning and conceptual plan development, detailed design, contract documentation, cost estimating and value engineering, bidding, and construction.
  • Proven ability to manage, coordinate and direct the work of a multi-disciplined project team on a project of moderate size and complexity; lead a team of professional, technical, engineering, and architectural personnel engaged in the completion of a complex group of related construction projects; coordinate construction activities; direct the preparation of design plans, specifications and their interpretation and use in construction.
  • Familiarity with developing design programs, budgets, and schedules for Capital construction projects.
  • Meet and consult with professional personnel and officials on complex administrative matters and direct the maintenance of important and complex design and construction records and reports.
  • Effectively communicate orally at public hearings and in writing reports and technical recommendations to boards and commissions; represent the department in meetings with management and executive members; proven ability to make presentations before stakeholders, Commissions, Boards, or other governing bodies.
  • Understanding of, and familiarity with, City procedures related to inter-agency reviews and approvals, permitting, and contracting; familiarity with state and federal environmental review requirements and processes.

Appointment Type:  This is a Permanent Exempt appointment. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and serves at the discretion of the Appointing Officer. 

Compensation: $160,316/yr.
