In November 1998, California voters passed Proposition 10, the California Children and Families Act, to ensure that our youngest children receive the best possible start. The proposition increased the tax on tobacco products to fund local initiatives that promote early child development, targeting children-from prenatal to age five-and their families. The First 5 San Francisco Children and Families Commission (First 5) is the public entity responsible for receiving and disbursing San Francisco’s Proposition 10 funds. Funds are intended to promote, support and improve early childhood development, health and family support through coordinated resources and programs.

First 5 oversees three large core initiatives for the city and county: the Early Care and Education Quality Rating and Improvement System, intended to assess and promote the quality of the city’s early care and education investments; the San Francisco Family Resource Center Initiative, which funds 26 Family Resource Centers to provide safe, welcoming spaces throughout the city where families can connect and learn together with their children and other families, as well as receive concrete supports when needed; and the San Francisco Help Me Grow Initiative, intended to promote universal developmental screening for early identification and intervention of special health care needs.

Job Description

The 9772 Community Development Specialist has a wide variety of administrative and programmatic support responsibilities that include: organizing and tracking information in written and electronic formats; drafting and editing correspondence and other key documents; coordinating intra-office communication and work-flows; supporting communications and relationships with funded programs; and managing logistics for community workshops and events. This position is critical to supporting the success of multiple high-impact community grants and community-based non-profits that collectively reach thousands of young children and their caregivers each year.

Primary duties and responsibilities include but are not limited to:

1.Manage logistics for First 5 Sponsored events and trainings, with a primary emphasis on early care and education and family support training and events calendars; duties in this area include but are not limited to scheduling, participant outreach and communication, registration, organization of training support materials, support and assistance to lead trainers, and production of training reports; 

2.Provide administrative support to grant making, contracting, monitoring process and invoice management processes;

3.Provide administrative and logistical support for compliance and monitoring visits to funded programs and sites, including but not limited to scheduling, material and document preparation, post-visit summaries and write-ups;

4.Actively champion and advocate for inclusivity and social and racial equity in all work; actively challenge racism in all of its forms;

5.Manage information in written and electronic formats, including information presented out to providers and community;

6.Support use of and entry into First 5 data and information systems (WorkForce Registry, WELS, CMS);

7.Work with operations team to implement and enhance office procedures and systems;

8.Attend and assist as needed with Commission and other community meetings;

9.Act as back-up for other administrative staff;

10.Assist members of the public seeking information on accessing First 5 San Francisco and other city resources; and

11.As needed assist with troubleshooting IT, office equipment, AV, and room set-up for meetings; mail pick up and drop off; preparation for audits and public information requests of First 5 San Francisco.
 

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in early childhood education, education, social work, family support work, children/youth work, workforce development, community development, housing and/or housing development, workforce development, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, psychology, finance or criminal justice AND one (1) year of administrative/professional experience in early childhood education, education, social work, family support work, children/youth work, workforce development, community development, housing and/or housing development, workforce development, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, psychology, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:
Verifiable administrative/professional experience in early childhood education, education, social work, family support work, children/youth work, workforce development, community development, housing and/or housing development, workforce development, criminal justice or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Special Conditions: (12 months each)

Candidates must possess these two (2) special conditions:

  • Professional experience performing monitoring, support, and assessment of programs and/or policy specifically for children pre-natal to five and their families.
     
  • Children, Youth, and Families Work refers to experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and wellbeing; youth workforce development and empowerment; out of school time; violence response and truancy prevention; and community building with a focus on children, youth, and their families.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Candidates who send in a completed MQSQ by the provided deadline, and meet the minimum qualifications will be invited to participate in the Supplemental Questionnaire Evaluation.

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications and will be emailed a Supplemental Questionnaire with four essay questions.  It is designed to measure the knowledge, skills and abilities required for this 9772 position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.

A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
