Company Description

The Department of Building Inspection oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings.  This position is located in the Director’s Office and is part of the external affairs team.

Job Description

Appointment Type:  Temporary-Exempt.  This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer.

Position Description:

Under general direction of Web Application Development Lead, the Senior Business Analyst is a member of the Application Development Team responsible for tasks of analysis, design, development, testing, training, enhancement and implementation of the Department’s Program and Permit Tracking System, developed in Oracle Forms, and web applications using application development tools and programming languages, such as .NET C#, JavaScript, PL/SQL, and HTML.  The candidate needs to be experienced in applications interface design and relational database concepts such as mobile web, Oracle Forms, Oracle Relational Database Management System(RDBMS) and SQL Server Management Studio(SSMS), as well as reporting tools of Oracle Forms Reports and Sql Developer.  Knowledge in Oracle Apex are desired.

Job Duties:

The essential functions of this position may include but are not limited to:  collaborating with project managers, business analysts, and users to develop and or enhance, test, and implement complex systems; assisting in determining requirements for new systems and enhancements to existing systems; developing or modifying and documenting general system design.  The incumbent is also responsible for analyzing system problems and issues and looks for ways to improve the application, develops and implements software packages. Troubleshoots, debugs and implements software code. Promotes standard concepts, practices, and procedures within the field of application development.

Qualifications

Minimum Qualifications:

1.    Possession of a Bachelor’s Degree from an accredited college or university, with major college coursework in Management Information Systems, Computer Science, Information Technology, Engineering, Business Administration or a related field, AND

2.   Two (2) years of directly related experience that demonstrates a wide range of knowledge and abilities of the application programming function. This experience must include:
a. Two (2) years of application development and support experience AND
b. Two (2) years of application development experience in various scripting and programming languages such as PHP, JavaScript, Java, .Net C# and etc.

c.  Two (2) years of SQL Query experience in working with relational database data and logic.

Substitution:

Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code.

Desired Qualifications:

  • Experience in Microsoft .NET C# or Core
  • Experience in Oracle Database and Forms
  • Experience in Web Applications User Interface Design
  • Experience in API enabled web application development
