What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, single adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 6,500 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

What You’ll Be Doing

Under general direction of the Deputy Director for Administration and Finance, the Contracts Director will direct, manage, supervise all contracting activities at the Department of Homelessness & Supportive Housing (HSH), including more than $1 billion in multi-year contracting authority and $350 million in annual grants to nonprofit providers.  The Contracts Director oversees procurement, contracts, and grantmaking operations, and is responsible for implementation and adherence to contracting and compliance policies and procedures to deliver efficient and effective services. The role works closely with HSH’s grantees, contractors, stakeholder groups, and City leadership to deliver efficient and effective services. The position leads the Department’s 13-member contracts and grant compliance teams and ensures the division meets performance standards in conducting procurements and developing and executing contracts.

Essential Duties:

  • Plans, directs and monitors the work of HSH’s Contracts Division and Grants Compliance unit; exercises considerable independence, sound judgment and discretion in managing the day-to-day operations of the Division; oversees the Department’s contracting process, including compliance with legal and regulatory requirements, resolving vendor issues, and ensuring high-quality customer service.
  • Manages the work plans of the staff to ensure each team meets division and organizational goals. This includes training, coaching, and selecting staff to conduct procurements, and to develop, execute, and monitor contracts. Provides team leadership, manages conflict, and ensures continuous improvement within the Contracts Division.
  • Serves as a liaison for the Department with the City Attorney’s Office, Controller’s Office, Civil Service Commission, Human Rights Commission, Contracts Monitoring Division, and Office of Contract Administration to ensure that contracts are properly and timely certified; builds strong partnerships with directors and managers in the Department and assists them with contract-related projects. Represents the Department before the Board of Supervisors as needed on contracting issues, contract amendments and new agreements.
  • Responds to requests for information from the public, elected officials, and other City departments relating to proposed and contracted services.
  • Develops all contract management systems, including files, databases, contract processing protocols, and contract monitoring procedures, and is responsible for on-going maintenance and refinement of those systems, including implementation of HSH’s new grants management system.
  • Partners with the Department’s Data & Planning Division in building a system to set contract goals and measure performance to achieve program and strategic goals.  
  • Identifies opportunities for process improvement, including developing performance-based contracts where appropriate and transitioning from a paper-based invoicing process to an online invoicing and reporting system     
  • Leads HSH project development and integration of new grants management system for HSH and coordinated with other City departments as needed.
  • Oversees Grant Compliance team responsible for in-house grant writing and applications, compliance with state and federal grant funders, including serving as a liaison to state agencies such as the Department of Housing and Community Development (HCD).

Minimum Qualifications

Education: Bachelor’s degree from an accredited college/university.

Experience: Five (5) years of professional experience in managing contractual agreements and professional service contracts, including three (3) years of experience supervising professionals.

Substitution:

Education Substitution: Additional qualifying full time work experience (2,000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units.

Experience Substitution: Possession of a master’s degree from an accredited college or university in Accounting, Finance, Economics, Public Administration, or Business Administration may substitute for one (1) year of the required non-supervisory experience.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
