Job Description

Project Name: Water Quality Division Laboratories TNI Implementation  

Job Description:

Under general supervision, performs analytical tasks and professional duties to evaluate source and receiving waters and distribution/transmission system water quality, water and wastewater plan operations and to determine compliance with state regulations; conducts quantitative and qualitative chemical analyses using a variety of laboratory instruments and wet chemistry techniques; keeps detailed and accurate analytical records; uses a laboratory information management system to track, control and report analytical data to a variety of water quality clients; conforms to laboratory safe practices; assists division and laboratory personnel as necessary to achieve the goals of the department. Chemist III is the advanced journey level of this job code series and is distinguished by its ability to function independently with little direction.  

There is currently one position at the San Francisco Public Utilities Commission, Water Quality Division, Laboratory Section. This position provides overall general support to the Quality Assurance Program for five California State Water Resource Control Board’s (SWRCB) Environmental Laboratory Accreditation Program (ELAP) accredited laboratories and the Water Quality Division Health and Safety Program. 

Essential Functions:

  • Assists in establishing, coordinating, implementing and monitoring Quality Assurance (QA) related activities.
  • Assists with planning, purchasing, reporting and monitoring the sample proficiency testing program.
  • Tracks records pertaining to the Quality System including training records, document control, non-conformance, root cause analysis and corrective actions, preventative actions.
  • Knowledge of EPA methods and Standard Methods and established QA/QC protocols. 
  • Knowledge of laboratory analytical and support instrumentation and associated calibrations and quality assurance/control procedures.
  • Prepares reports, charts, and graphs as required.
  • Ensures Quality Management System (QMS) documents and records are maintained in a retrievable fashion.
  • Verifies/Validates data in databases such as laboratory information management system, learning management system, and accreditation management system.
  • Coordinates and tracks supporting equipment (thermometers, weight sets, pipettors, etc.) calibration against established standards to meet regulatory standards. 
  • Monitors and maintains calibration and equipment maintenance records to ensure traceability. 
  • Assists and prepares CA ELAP applications, on-site assessments and responses for final review.
  • Assists laboratory staff on corrective actions, root cause analysis and preventative actions.
  • Reviews and develops sampling plans, standard operating procedures, and work instructions.
  • Conducts data integrity reviews.
  • Supports analytical data review.
  • Performs mathematical calculations as related to laboratory tests and analyses.
  • Performs QA/QC statistical analysis using software tools. 
  • Supports the annual management review process.
  • Travels/rotates to the five accredited laboratories on a routine basis.
  • Performs related duties and responsibilities as required.

Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

Qualifications

Education:

  • Possession of baccalaureate degree from an accredited college or university with a major in chemistry or closely related laboratory science;

                                                                 AND

Experience: 

  • Six (6) years verifiable laboratory experience in instrumental analysis, methods development and applied research in the fields of organic and inorganic chemistry.

License:

  • Possession of a valid driver’s license.

Desirable Qualifications:

  • 4-6 years’ experience working in an ELAP accredited laboratory.
  • 3-4 years’ experience in with TNI (The NELAC Institute) Standards (2003, 2009, or 2016).
  • 3-4 years’ experience in preparing/analyzing samples using EPA approved environmental analytical methods (Standard Methods, CFR Parts 136 and 141 methods, SW846 methods).
  • 3-4 years’ experience using an accreditation management system such as Qualtrax, PowerDMS, etc.
  • Proficient in Laboratory Information Management System (LIMS). 
  • Advanced proficiency in office productivity software such as Microsoft Office Suite.
