Company Description

The Department of Public Health (DPH) is accepting applications for Temporary Exempt CAT 18 (36 months) position in the Epic Applications IS Business Analyst (1052) job class.

The qualified applicant pool resulting from this recruitment may be utilized to fill exempt vacancies at various locations within DPH.

Type of Appointment: This is a Temporary Exempt (TEX) appointment. This position can last up to 2 years. In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority. Exempt employees are considered "at-will."

The San Francisco Department of Public Health (DPH) utilizes the Epic Electronic Health Record [EHR]. Under the direction of the Epic Ambulatory Applications Manager, the Epic Ambulatory Applications Business Analyst effectively collaborates with other application analysts assigned to the Epic team, learns and builds knowledge of Epic applications and integration with other EHR systems. The Epic Ambulatory Applications Business Analyst has primary responsibility for the definition, coordination, implementation, maintenance and support of Epic Ambulatory application(s) within DPH. 

The Epic Application Teams are responsible for designing, implementing, testing, and supporting the clinical and financial aspects of the San Francisco Department of Public Health Electronic Health Record. This includes integration and interoperability with other third party clinical and financial systems and devices. The ideal candidate will have an understanding of the use of electronic health records in the hospital and outpatient areas.

Job Description

Under general supervision of the Chief Medical Officer, the Epic Applications IS Business Analyst (1052) performs the following duties:

  • Supports the design, implementation, support and optimization of the Epic enterprise Electronic Health Record (EHR) for DPH.
  • Collects information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, recommendations and utilization of best practices.
  • Translates functional requirements into application build.
  • Communicates effectively both orally and in writing with a diverse set of clients; establishes and maintains good working relations with department personnel, staff, vendors, peers and management.
  • Maintains all system configuration and build parameters for application modules.
  • Uses logic and analysis to solve computer and application module problems.
  • Exercises judgment, decisiveness and creativity in an environment subject to frequent change.
  • Researches, analyzes, and develops proposed solutions for regulatory requirements.
  • Prepares test plans, documentation, and training materials; works with venders to prepare technical specifications and scopes of work.
  • Prioritizes competing requests for services

Application module optimization in conjunction with stakeholders

  • Project management of small projects.
  • Manages critical timelines effectively.
  • Manages communication between applications.
  • Application/module implementation and testing.
  • Clearly documents work and adheres to change control procedures.
  • Maintains and updates Service Now, Sherlock, Orion, Nova, or other Epic build trackers or Epic project plans.

The Epic Applications IS Business Analyst (1052) performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience: One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.

Education Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

(One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.)

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Epic module certification OR proficiency applicable to position.
  • Knowledge of healthcare workflows: hospital-based care & administration, outpatient care and administration, OR revenue cycle administration.
  • Understanding of a wide array of integration points including but not limited to utilizing standards such as HL7, CCDA, & FHIR APIs.
  • Information Technology change control policies & procedures.
  • Knowledge of flow diagramming applications: Visio.
  • Knowledge of collaboration platforms: Microsoft Teams & SharePoint.
  • Experience with full lifecycle of Epic implementation and/or Epic upgrade.
  • Knowledge of Lean fundamentals including, but not limited to, A3 thinking, Value Stream Mapping and Kaizen events.
  • Proficiency with basic word processing and presentation applications (i.e. MS Office Suite.
  • Knowledge of flow diagramming applications and collaboration platforms, SharePoint.
  • Prior experience in software application support.
  • Prior experience in a healthcare setting.

Personal Protective Equipment (PPE)
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e., weakens the seal between the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
