Job Description

Under general direction, the SFPUC Capital Finance Director is responsible for developing, implementing and administering the SFPUC Capital Financing activities across the agency. The role leads a small group of professionals supporting the agency's capital project funding activities including financing transactions, banking agreements, commercial paper program activities, credit rating activities and debt administration, amongst others. The role serves in a key leadership function at the SFPUC.

What You'll be Doing:

  • Coordinate all capital finance transactions, including revenue bonds and loans, as well as determining the appropriate sizing and timing of the sales
  • Manage the day-to-day operations of the SFPUC’s $6+ billion outstanding debt portfolio
  • Manage the daily operations of the SFPUC’s $1.5 billion Commercial Paper Program across three enterprises
  • Coordinate the new SFPUC program development, and alternative capital financing opportunities including low-cost loans, variable rate debt, grants, private placements, etc., which includes strategic planning and decision-making 
  • Develop and report on capital financing assumption alternatives to SFPUC senior management in support of minimizing future year capital cost
  • Supervise and mentor a small group of professional staff
  • Represent the SFPUC before the Commission, Board of Supervisors, rating agencies, institutional investors, governmental agencies and other groups
  • Establish, revise and implement of SFPUC debt policies and procedures
  • Present at national conferences related to capital finance issues
  • Develop and appropriately manage the SFPUC debt service budget including all forward debt service cost projections for the SFPUC budget, financial plans and rate analysis
  • Develop, execute and manage outstanding bond authorization
  • Supervise and participate in the preparation and maintenance of financial, business and related records and reports
  • Oversee the contract administration function
  • Serve as backup for the Deputy Chief Financial Officer, as required
  • Perform other related duties and special projects as assigned

Qualifications

Education: Bachelor's degree from an accredited college or university in Business Administration, Economics, Public Policy, Finance or a related field

Experience: Seven (7) years of professional experience in the investment banking, financial advisory, or fixed asset management industries of which at least three (3) years include supervising professional staff

Substitution:

Education Substitution - Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years  (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution - Possession of a Master’s degree from an accredited college or university in Business Administration, Economics, Public Policy, Finance or a related field may be substituted for up to one (1) year of the required experience (but may not substitute for the required supervisory experience). 

Desired Qualifications:

  • Experience in utility municipal finance
  • Experience with capital finance transactions for large capital programs
