What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

What You’ll Be Doing

This position sits within the new HSH Planning, Performance, and Strategy Division, a centralized team of analysts that provide advance planning, data and performance reporting, program and system analysis and evaluation, project management, and strategic planning support across the Department’s divisions and programs. Under general administrative direction, the Principal Planning and Strategy Analyst directs, oversees, facilitates, and conducts strategic planning, difficult and complex research, data analysis, system and program design, and develops information about community and agency resources to support a coordinated homelessness response system for unhoused people in San Francisco.

The Principal Planning and Strategy Analyst directs and oversees the development of program-specific and community-wide strategic plans to prevent and end homelessness that HSH leads and implements. The position supervises the reports focused on homelessness trends, program and system outcomes, demographics, population impacts, equity analyses, and program evaluations.  The Principal Planning and Strategy Analyst project manages special initiatives, particularly those that necessitate the involvement of stakeholders from across the Department’s divisions and programs.

Essential duties include but are not limited to: 

1.     Directs, oversees, and designs and develops necessary reports in consultation with key divisions within HSH and/or City partners to establish shared understanding of reporting requirements and specific data metrics.

2.     Project manages special initiatives, including developing project plans, facilitating staff workgroups, establishing project deliverables and timelines, documenting decisions, and facilitating communication across project stakeholders. 

3.     Directs, oversees, and develops a plan and timeline for a strategic planning process in partnership with HSH, consultants, people with lived experience of homelessness, service providers, city agencies and other key stakeholders

4.     Monitors alignment of program and system design and performance with strategic plan goals.

5.     Supervises and directs the work of a small team of analysts.

6.     Engages and facilitates city and community stakeholders in various settings.

7.     Works with data team for identifying, defining and reporting on systemwide and programmatic key performance indicators and measures.

8.     Works as part of team to support the completion of the Department’s strategic plan by October 2022. Responsibilities may include leading a cross-department project team, designing and executing a process that includes opportunities for community input, captures state of the current system and unmet needs, and identifying recommendations to improve system coordination; working with consultants to draft components or all of the plan, depending on consultant services that may be procured; and sharing’s a public plan within mandated timeline.  

9.     Prepares presentation materials for agency leadership and may provide public presentations on project processes and findings. 

10.  Supports design of performance and other reporting dashboards and communications for internal and external purposes.

11.  Represents HSH at public meetings; interfaces with staff from other City agencies, service providers, community members, and other stakeholders to provide information, gather input, and develop strategies pertinent to aging and disability housing issues.

Appointment Type

Temporary Exempt, full-time position up to three years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.  If applicable, an exempt employee must participate and be successful in a Civil Service examination process for this classification and be selected through an open competitive recruitment process to be considered for a permanent appointment.

Qualifications

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

City employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. Verification may be waived if impossible to obtain. The applicant must submit a signed statement explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Failure to provide the required verification, or request for waiver when requested may result in rejection of application.
