Job Description

The Toxics Reduction & Healthy Ecosystems Program develops programs and policies to reduce the use of toxic chemicals in the commercial, residential and municipal sectors. The municipal toxics reduction team works with San Francisco City departments to implement the City’s pioneering environmentally preferable purchasing and less-toxic pest management, through stakeholder engagement, policy, training, outreach and technical support. Initiatives we undertake in San Francisco’s purchasing and pest management often serve as springboards for policies and programs in our commercial and residential work, and are replicated by jurisdictions far beyond San Francisco.

The Senior Municipal Toxics Reduction Coordinator performs and supervises duties related to toxics reduction and pollution prevention programs for San Francisco’s municipal departments. As the Senior Municipal Toxics Reduction Coordinator, you will supervise a team of direct reports, and be responsible for supervision. project management and staff development. This position is responsible for strategic direction for the municipal toxics reduction programs, including the Green Purchasing and Integrated Pest Management Programs, developing new program areas, researching safer alternatives to problem products used in the municipal sector, and convening cross-departmental stakeholder groups. This is a senior-level coordinator position  This position will work under the supervision of a Class 5644 Environmental Program Manager, meet regularly with the Program Manager, and have day-to-day decision-making responsibilities for projects, as well as the ability to negotiate within project scopes.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Conduct product research and assess alternatives, identifying chemicals of concern and safer solutions.
  • Promote the use of less toxic alternatives among City departments through stakeholder engagement, training, outreach, policy development, and technical support.
  • Develop presentations, correspondence, reports and memos related to the Municipal Toxics Reduction and Healthy Ecosystems Program.
  • Assist in the planning, organizing, logistics and evaluation of stakeholder meetings related to San Francisco’s Green Purchasing Program and Integrated Pest Management Program.
  • Coordinate the planning, creation and distribution of outreach and educational materials.
  • Organize and participate in meetings with City staff, local government agencies, elected officials, businesses, community groups and other stakeholders.
  • Respond to written and verbal inquiries from the public and from other City departments
  • Maintain and update databases and various webpages.
  • Coordinate with City departments on proper disposal of hazardous waste.
  • Develop strategic direction and partnerships to guide implementation and expansion of the program.
  • Manage technical services contractors that assist in product and chemical reviews.
  • Hire, supervise, mentor, and evaluate Municipal Toxics Reduction Program staff.
  • Represent the City in local, statewide and/or national program or policy development related to toxics reduction, pollution prevention, and product reformulation.
  • Plan and track program budget and work plan.
  • Secure grant funding for new initiatives.

Supervision Exercised

Supervises staff and contractors, including direct supervision of two Environmental Assistants (job class 5638). Applicants should have the ability and desire to supervise a team.

Qualifications

Minimum Qualifications

Education - Possession of a baccalaureate degree in environmental sciences, public administration,  business administration, or a field related to toxics reduction (including but not limited to chemistry, toxicology, chemical or environmental engineering, or integrated pest management) from an accredited college or university; and

Experience - Four (4) years of professional experience performing duties similar to those described in this class, within the specialty area of toxics reduction programs (such as integrated pest management, environmentally-preferable purchasing, or chemical hazard assessment and alternatives assessment)

Salary - $105,638 - $128,414 per year
