Job Description

The Water Operations and Maintenance Manager will provide technical oversight and management of the Hetch Hetchy water operation work groups and systems. This responsibility includes: domestic water systems, wastewater treatment, reservoir operations, dam operations, water distribution systems, reservoir inflow forecasting, pipeline operations, tunnel operations, general plumbing, powerhouse operations coordination, and all associated reporting. The manager will ensure that all systems remain in compliance with applicable operating limitations, SFPUC or City Policy, and current industry regulations and standard procedures. Other responsibilities include overseeing the development and maintenance of all applicable operating procedures, plans, manuals, and directives for staff performing the work. The position provides for coordination with all applicable internal and external stakeholders for each of the systems. Develops and makes recommendations for improvements and maintenance of the systems.  Direct the work of staff in data acquisition, analysis, reporting, water operations and maintenance of impounding and regulating reservoirs and the water transmission system.

  • Manage staff responsible for operations and maintenance of the water transmission and distribution systems                                                                                                          
  • Manage staff responsible for reservoir operations and powerhouse operation coordination
  • Monitors water system status and directs staff to take actions as necessary in order to meet water quality and delivery objectives                 
  • Work closely with other agencies, City departments and stakeholders for all aspects of water operations                                                                                                      
  • Prepare reports and submittals to regulatory agencies, SFPUC management, and stakeholders
  • Reviews technical reports and make facility recommendations for improvements related water operations                                                                                                    
  • Works closely with other departments, manages operations and project budgets for subordinate staff, using best management practices to employ prudent spending controls and maximize efficient use of labor and materials; make recommendations to future operating/budget requirements
  • Participates in the development and implementation of goals, objectives, policies and priorities for assigned programs.      

Qualifications

  • Bachelor's degree from an accredited college or university
  • Five (5) years of journey level experience with responsibility for the maintenance and operations in a water, wastewater, or power utility

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis.
Special Condition: Location - Moccasin, CA 
Desirable: Two (2) years of supervisory experience

SALARY: $124,072 - $158,366/year

Examination Procedures

Supplemental Questionnaire (Weight 60%): The purpose of the Training and Experience Supplemental Questionnaire is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of maintenance and operation of power, water, or wastewater utility; knowledge of CMMS, leadership, decision making and communication skills.
Supervisory Test Battery (Weight 40%): The Management Test Battery is a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement.  For information, click STB exam.
