Job Description

The SFPUC is seeking to hire a Local Water Systems Program Manager  in the City Distribution Division (Water Department)  to manage the  Lead User Service Line Identification & Replacement Program. Learn more about this role below. 

About City Distribution Division

The SFPUC City Distribution Division (Water Department) is responsible for directing approximately 322 employees in the operation and maintenance of the water distribution system within the City and County of San Francisco. Examples of activities the Water Department oversees include: 

  • Operating and maintaining 9 pump stations, (16 hydro stations), 13 reservoirs, 8 storage tanks, 20 regulators as well as other ancillary appurtenances and equipment;
  • Installing, repairing and maintaining 1,266 miles of water distribution mains including service connections and meters; four water systems (potable, ERWS, recycled, G.W.);  
  • Engineering and designing new main and feeder extensions; managing the flora and fauna on over 1,000 acres of city owned property and rights-of-ways; AND
  • Responding to all two-alarm or greater fires to assist the Fire Department in maintaining adequate water volume and consistent pressure while fighting fires.

POSITION SUMMARY

The Local Water Systems Program Manager  will be a part of the team who will implement the SFPUC Lead User Service Line program initiatives.  The purpose of the Lead User Service Line program is to identify and replace approximately 1,600 water service lines distributed throughout San Francisco that may contain lead components.  The work scope for this position encompasses managing a Capital Improvement Project from planning through construction as well as coordinating Contractor activities with SFPUC field crews.

What You Will Do:

  • Plan, organize and manage day to day Contractor activities with SFPUC field crews and ancillary staff.
  • Provide leadership, coordination, and a primary point of contact for internal and external stakeholders.
  • Oversee coordinated outreach work in collaboration with other Water Enterprise Divisions including Communication and Water Quality Divisions.
  • Coordinates the capital improvement project implementation and provides oversight of all related activities including procurement, reports, budget, workplans, monitoring, staff recruitment, communications, and administrative responsibilities to support the Contract.
  • Initiates plans and assignments for each phase of the LUSL program.
  • Plans overall operations and policies and coordinates activities, develops, and implements systems to be used.
  • Assesses and re-assesses program efforts, efficiencies, and effectiveness, and determines goals and priorities.
  • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget.
  • Develops program milestones and deliverables and updates each milestone in a strategic and timely manner.
  • Define program staffing structures and work processes.
  • Develops and implements work flow procedures that involve a hybrid of field crews and Contractor work

Qualifications

Qualify By: 

  • Education:   Possession of a baccalaureate degree from an accredited college or university AND
  • Experience:  Five (5) years of professional level experience in program management and budget administration in an organization, of which three (3) years must include supervising professionals.

Substitution: May substitute up to 2 years of education with additional years of experience (consistent with citywide practice on MQs for professional
classifications).
