Job Description

Project Name: Sewer System Improvement Program (SSIP) 

Position Description 

Under general direction, the 1070 IS Project Director for the Technical Operations group will act as the primary Project Manager representing SFPUC ITS on new construction and retrofit projects which involves IT Infrastructure throughout the SFPUC.  They will serve as liaison between SFPUC ITS, SFPUC Infrastructure Division, and the City’s Department of Public Works.  They will serve as technical project manager to develop and maintain the SFPUC IT Infrastructure standards and Master Specifications under Division 27 and Division 28, and assume responsibility for the coordination of IT Infrastructure related construction projects.

Acting as IT Technical Operations representative, provides overall responsibility for successful coordination during the planning, design, execution, monitoring, controlling, documentation, and commissioning of IT related construction projects.  This includes, but is not limited to the following SFPUC Capital Programs and IT systems:

  • Water System Improvement Program
  • Sewer System Improvement Program
  • Physical Access Control & Alarm Monitoring/Surveillance systems
  • Integrated Audio Visual & Digital Signage
  • Local and wide area data/voice communication structured systems

Duties include, but are not limited to:

  • Coordinate with Business and IT stakeholders, facilities and design teams to define, plan, execute and manage IT construction projects.
  • Work with managers of business units and subject matter experts throughout the SFPUC to collect business requirements to achieve project goals.
  • Interface with vendors and service providers as SFPUC IT Project Manager on construction projects.
  • Serve as technical liaison between ITS Technical Operations and SFPUC Infrastructure Division teams including Project Management Bureau, Engineering Management Bureau and Construction Management Bureau.
  • Monitor, track, and manage project tasks, timelines, deliverables and overall quality of project activities.
  • Manage communications and messaging to upper management and enterprises.
  • Work with design teams to develop and maintain IT Communications (Division 27) and Electronic Safety & Security (Division 28) design standards and specifications.
  • Collaborate with other City and County of San Francisco agencies during the planning, design and construction of City projects as required.
  • Class 1070 IS Project Director performs other related duties as required.

Our ideal candidate will have substantial experience in deployment of technology to new or upgraded sites. This position includes tasks such as building out a data network, performing security systems infrastructure, A/V capabilities etc.  The successful candidate will ideally know how to work with contractors, construction managers, etc. to ensure the interests of the PUC are properly addressed during the design phase of these new/improved sites.

Qualifications

Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience: Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

  • Five years’ experience in managing IT construction projects (Divisions 27/28) including facilitating among multiple projects and multiple business sections through the project lifecycle of project planning, execution, control and commissioning.  
  • Extensive experience in the design review process, using tools such as Bluebeam, Acrobat Pro, AutoCAD, etc.
  • Strong written, oral and listening skills
  • Strong project management skills
  • Strong problem-solving skills
  • Ability to interact with customers, consultants, contractors, and vendors in a pleasant, professional, and courteous manner.
