Job Description

Under general direction, the Senior Counselor oversees the operation and maintenance of a juvenile court facility and/or long-term rehabilitation facility.

Working Conditions:
Individuals must be willing and able to respond to emergency conditions, which may involve physically subduing and restraining hostile juveniles who often have the size and strength of adults.  The Senior Counselor may be assigned to work day, swing and graveyard shifts, holiday and weekends.

Primary Job Responsibilities:

  1. Youth Supervision
    • Develops, interprets, and enforces policies, methods, and rules
    • Plans and oversees daily routines involving clean-up, bedding, general sanitation, and laundry
    • Evaluates reports of illness and injury and arranges for appropriate treatment
    • Conducts inspections of facility and equipment
    • Confers with counselors on special behavioral problems and various disciplining methods
    • Counsels youths and confers with other departmental personnel on difficult cases and may be assigned to investigate and resolve juvenile grievances
    • Conducts recreational and other special activities and programs
  2. Staff Supervision
    • Trains staff 
    • Develops annual work plans and conducts annual evaluations on the performance of subordinate employees
    • Conducts investigations of incidents
    • Provides discipline and counseling to staff
  3. Operations
    • Communicates with others regarding the care, security, and rehabilitation of youth, including with parents, counseling staff, probation personnel, psychologists, school staff, etc.
    • Prepares operational, progress, and related records and reports
    • Evaluates reports and writes court reports
    • Facilitates the booking or admitting and releasing of children and reviews case records and official documents for proper entries
    • Makes decisions on search status and classification for unit placement of new admissions
    • Maintains accountability and control of facility-issued keys, radios, and important documents
    • Reviews facility records and reports
    • Maintains and updates electronic databases and case management systems

Qualifications

Education:
Possession of a Bachelor’s degree from an accredited college or university.

Experience:
Two (2) years of progressively responsible experience in counseling, disciplining, and care of delinquent or dependent children.

License and Certification:

  1. Possession of a valid California driver's license.
  2. Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience in counseling, disciplining and caring for delinquent or dependent children may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year of experience equals to thirty (30) semester units or forty-five (45) quarter units of college coursework.

                                                             SELECTION PROCEDURES


Minimum Qualifications Supplemental Questionnaire (MQSQ): Weight - Qualifying
Candidates will be sent an MQSQ via email as part of the employment application. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQs) for this position.  The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Exam: Weight - 50% 
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. 

The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. 

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either: (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Applicants must achieve a passing score on the Basic Supervisory Exam in order to be invited to the oral examination.

Oral Exam: Weight - 50% 
Candidates who successfully pass the Basic Supervisory Exam will be invited to participate in an oral examination to assess their knowledge, skills and abilities in job-related areas as described in this announcement. Job-related written and performance exercises may be included.  Candidates must achieve a passing score on the oral examination in order to be ranked on the eligible list.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Eligibility List Established & Departmental Interviews - Spring 2022

Eligible List/Score Report: 
The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.
