Job Description

The Position

Under general direction, the 0923 Origination and Power Supply Supervisor is responsible for developing and managing Integrated Resource Planning efforts; managing the electricity supply portfolio for the Hetch Hetchy Power and CleanPowerSF programs, San Francisco's publicly owned electric utility and community choice aggregator, respectively, ensuring compliance with all related regulatory requirements.

Essential Functions of this position include:

  • Manages programs, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.
  • Monitors the work of and coaches staff to improve performance.
  • Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program. 
  • Support the Manager V of the Origination & Power Supply and act on behalf of the manager in their absence.
  • Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records.  Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
  • Ensure compliance with all regulatory requirements related to energy supply for both the Hetch Hetchy Power and CleanPowerSF portfolios, including Resource Adequacy products, Renewable Content, and Reliability products.
  • Meet with various energy suppliers to understand market trends and availability of various supplies. Support Distributed Energy Resource Projects section to evaluate new renewable projects including their technical viability.
  • Assists in developing and implementing operational policies to ensure the efficient operation of section or program.
  • Perform and/or direct staff to develop and issue Request for Proposals (RFPs) to procure all products in the supply portfolio. Lead negotiations with energy product suppliers to finalize contracts. Liaise with City attorney, Risk Management, Contracts and other groups as needed to execute contracts.
  • Implement the Integrated Resource Plan (IRP) for both the Hetch Hetchy Power and CleanPowerSF programs. This includes leading staff and coordinating with consultants to prepare the plan and complete the modeling, reports, and presentations to the executive team and commission.

Ideal Candidate

The Origination and Power Supply Supervisor will be a positive, goal-driven, team player with strong CAISO and portfolio management experience. The best qualified candidate will be familiar with the California Independent System Operator (CAISO), clean energy requirements, market trend analysis, financial transactions, risk management, and contract management. The incumbent will be a creative problem solver with positive outlook, flexible attitude, and excellent communication skills who inspires, grows, and develops talent within the Power Enterprise. Qualifications

If you are interested in a job like this, we are looking for people that have the following minimum qualifications: 

Education

Possession of a Bachelor's Degree from an accredited college or university AND

Experience

Four (4) years of professional work experience in electric utility energy product procurement, integrated resource planning and implementation, and energy market analyses.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualifications: 

The below stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. 

  • Knowledge of CAISO Markets
  • Knowledge of rules and regulations under FERC, CPUC and other related oversight programs
  • Demonstrated experience in energy portfolio management and Integrated Resource Planning (IRP)

Examination Plan for this recruitment consists of the Supervisor Test Battery exam weighted at 60% and a Supplemental Questionnaire exam weighted at 40% of the candidates exam score.
Eligible List duration resulting from this examination process will be six (6) months.
Certification Rule for the eligible list resulting from this examination will be Rule of the List.

Compensation and Benefits:  
The normal annual salary range is $124,072 - $158,366/year. Appointment above the maximum of the normal salary range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills.  A special approval process is necessary for appointment above the normal salary range.

In addition to a competitive salary, the City and County of San Francisco offers flexible benefit plans with pre-tax elections which include:  medical and dental insurance; retirement plan; deferred compensation plan; Social Security; long-term disability plan; life insurance; management training program; eleven (11) paid holidays annually; five (5) floating holidays; depending on years of service, ten (10), fifteen (15), or twenty (20) vacation days annually; and may earn up to 100 hours paid administrative leave annually.
