Job Description

This position performs difficult, complex, sensitive, and detailed analytical work including: complex quantitative analysis in the area of construction and professional services contracts; analyzing, planning and developing operations for continuous improvement and compliance with existing and changing policies, procedures, legislation and regulations; coordinating the implementation of systems and procedures developed for contract administration. The position maintains senior levels of responsibility with greater independence of action and consequence of error in designing business solutions, formulating recommendations and achieving effective decisions, and may supervise other staff, including lower-level analysts, in the performance of contract administration duties.

The essential functions of this position include:

·       Analyzes, evaluates, interprets, and implements new and existing governmental procurement requirements and technical guidance; may develop, coordinate and oversee contract compliance reviews.

·       Works with CAU Manager to identify and analyze highly complex existing, newly enacted and proposed local, state, federal legislation policies and procedures projecting impacts to the Citywide contracting process; advises management on the consequences of proposed and pending legislation and effectively presents recommendations; develops and recommends procedures for the citywide implementation of enacted legislation.

·       Researches, analyzes, forecasts and makes policy recommendations on special projects or highly visible public issues including administrative policies, practices, and procedures; manages implementation of new systems, policies, and procedures effecting department and Citywide contracting processes; responds to informational requests, including those of a highly sensitive nature.

·       Performs difficult and detailed analytical work developing and administering highly complex contractual agreements as well as conducting competitive selection processes for public construction bids and requests for proposals or qualifications, ensuring adequate and economic distribution of advertisements and public notices; processes highly complex contracts including advertisement for bids/proposals, receipt and review of bids, contract negotiation and award and routing through electronic signature/documentation process to certification; coordinates with staff from Civil Service Commission, City Attorney’s Office, Controller’s Office, Department of Human Resources, Contract Monitoring Division, and other relevant departments; and provides training and assistance to staff and contractors on departmental and City contracting policies, procedures, and requirements.

·       Reviews, prepares, and analyzes cost estimates and terms for financially significant new and existing contracts, change orders, and modifications; prepares reports of analyses and related documents; analyzes claims for additional cost reimbursement to determine validity; analyzes contract provisions to determine appropriate reimbursement amount; conducts negotiations with contractors with regard to additional contract terms, cost reimbursement and change order provisions; prepares reports regarding claim status, settlement activities and reimbursement amounts for use by management and City Attorney's Office; maintains records of negotiations.

·       Uses the City’s Financial and Procurement System and/or other City or SFO online procurement/contract monitoring systems for processing, tracking, and reporting activities related to contract administration; participate in system development, deployment, and enhancement efforts as required including performing system testing and providing training to end users.

Qualifications

1.    Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2.    Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3.    Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4.    Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

Substitution
Education Substitution: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

**Special Experience Requirement: Contract Administration**
In addition to meeting the minimum qualifications, applicants must have at least TWO years of recent and verifiable experience in all of the following areas of contract administration: contractor solicitation; contract development, review and approval, and contract maintenance.

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

·       Demonstrated experience with professional service and/or construction service contracts.

·       Demonstrated experience working with the City’s Financial and Procurement System , or a similar online procurement/contracts monitoring system.

·       Demonstrated experience in public speaking and/or making public presentations to groups of 10 or more.

·       Has experience in working with a large diverse workforce of people with different culture, backgrounds and opinions.

Applicants must meet the minimum qualification and special experience requirement: Contract Administration by the final filing date unless otherwise noted.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire(MQSQ)(Weight: Qualifying)
Candidates will be sent a Supplemental Questionnaire as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications(MQ) for this position.  The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Multiple-Choice Examination (Weight: 30%)
Candidates who meet the minimum qualifications and contracts administration experience requirement will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to: Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis; Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas); Ability to use various computer software programs.

Supervisory Test Battery (Weight: 40%)
Candidates who attain a minimum passing score on the Written Multiple-Choice examination component will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving, Leadership, Decision Making, Interpersonal skill, Human Resources Management, Team Building, Communication, Conflict Management.

Supplemental Questionnaire Evaluation (Weight: 30%)
Candidates who attain a minimum passing score on the Written Multiple-Choice exam, and Supervisory Test Battery will be sent a Supplemental Questionnaire.  The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position 1824 Principal Contracts Analyst. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according to their final score.

A passing score on the Written Multiple-Choice Examination, Supervisory Test Battery, and Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
The purpose of an examination is to provide a list of qualified persons to be considered for employment. Candidates are ranked on an eligible list according to their overall scores in the examination.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
