What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Overview Job Description

The Department of Homelessness and Supportive Housing strives to make homelessness in San Francisco rare, brief and one-time, through the provision of coordinated, compassionate and high-quality services. 

HSH is working to acquire and open between 800 and 1,000 units of new permanent supportive housing for people experiencing homelessness in the next two years. HSH budget includes approximately $400 million for housing acquisition and rehabilitation of new housing and the opportunity to leverage additional state funds to expand housing opportunities for people experiencing homelessness.

To support this initiative, the Department of Homelessness and Supportive Housing (HSH) is recruiting a 1824 Principal Administrative Analyst – Real Estate Development Analyst to support the project. The real estate development analyst will plan, analyze and oversee complex work involving significant accountability and decision-making responsibility for HSH’s housing expansion. The principal administrative analyst exercises sound judgment, works independently and takes initiative to implement the project goals working with an interdepartmental team focused on this project as well as an internal team designing program models and service plans.

Job Description

IMPORTANT AND ESSENTIAL DUTIES

·        Provides project management support for HSH’s acquisition, rehabilitation and opening of new housing projects in partnership other City agencies including the Mayor’s Office of Housing and Community Development, City Planning and the City’s Real Estate Division.

·        Assists in coordinating and/or negotiating complex projects with outside nonprofit organizations including affordable housing developers and nonprofit homeless housing operators. Reviews and analyzes project budgets including revenue and expenditures projections, cash flow analyses, cost containment strategies, and resolutions for budgetary problems

·       Establishes, administers, monitors, coordinates and acts as liaison regarding application for and management of complex, multiple-source capital projects and/or grants, including state funding applications for site acquisition and rehabilitation.

·        Supports of the planning, monitoring and reporting of General Obligation Bond-funded housing projects.

Confers with executive management and the HSH housing director to discuss, evaluate and make policy recommendations on complex, sensitive or highly visible housing projects.

·        Perform related duties as required.

Qualifications

Minimum qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

SALARY RANGE:  $121,056.00-$147,160.00 Annually
