The SFHN includes Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG), the only local Level 1 trauma center for San Francisco, and Laguna Honda Hospital and Rehabilitation Center (LHH), one of the largest public skilled nursing facility in the country; and
  • The Population Health Division (PHD), which earned public health accreditation in 2017, carries out traditional and mandatory public health functions such as: consumer safety activities; health promotion and prevention; inspection of food, alcohol, and cannabis businesses; promote improved air and water quality; promote pedestrian safety; HIV prevention, research, and surveillance; tuberculosis (TB) prevention and treatment; Emergency Medical Services; and analysis of community public health data.

Job Description

The Deputy CIO reports to the Chief Information Officer and is a key member of the Information Technology (IT) Division’s leadership team. You will lead a team of more than 200 IT professionals that deliver a high performing IT infrastructure and portfolio of applications to our customers. In this role, you ensure work is strategically aligned to SFDPH’s True North pillars: equity, service experience, safety and security, health impact, workforce development, and financial stewardship. You will lead, develop, and challenge our team of experienced IT leaders and identify opportunities for improvement using a Lean approach to maximizing value for customers and clients. You will standardize our methodology and best practices in support of resilient and predictable operations. You will partner with IT leadership and customer organizations to ensure we achieve operational excellence across all domains of our work.

The successful candidate will be an experienced leader with a demonstrable track record in leading IT teams in the health IT sector; possess outstanding team-building skills; strong presentation and public speaking skills; and the ability to foster a collaborative working environment that encourages innovative thinking to advance customer needs.

ESSENTIAL DUTIES: Under general supervision of the CIO, the Deputy CIO performs the following duties:

  • Lead and develop a team of IT leaders in support of the SFDPH’s strategic goals.
  • Perform continuous evaluation and assessment of activities, allocate resources to support projects, and provide timely analytics to leadership and customer governance bodies.
  • Collaborate with line of business experts to define and manage customer expectations and service delivery.
  • Coordinate forecasting, resource management, and budget design and execution.
  • Develop and implement procedures, monitoring practices and controls to achieve consistent and transparent operations.
  • Oversee contract and vendor management to ensure best value and compliance with city requirements.
  • Gather feedback and needs from customers using skills such as active listening and lean problem-solving skills.
  • Serve as a liaison for the Department with a variety of other City/County staff, policy-making officials, and officials from outside agencies.
  • Ensure team members utilize a central knowledge repository for project documentation, including work plans, issues lists, and status reports.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

Education:

A bachelor's degree in Information Systems/Technology/Computer Science, Healthcare Administration, Life Sciences, Business Administration, Political Science, Public Administration or a closely related field from an accredited college or university.

Experience:

Five (5) years of managerial information technology experience. Note: All qualifying experience must include supervising professional staff.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

  • Certified Healthcare CIO (issued by College of Healthcare Information Management Executive [CHIME])
  • Certified Professional in Health Information & Management Systems (issued by Healthcare Information and Management Systems Society [HIMSS])

Selection Procedures/Examination Requirements:

Minimum Qualification Supplemental Questionnaire: (Weight: Qualifying) - The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process.    

Supplemental Questionnaire: (Weight: 60%) - Candidates who pass the Management Test Battery will be sent a second Supplemental Questionnaire that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List.

Salary Range: - $178,152 - $227,318
