The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions – the San Francisco Health Network and Population Health.

The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

With a broad community focus, the ultimate goal of the Population Health Division is to ensure that San Franciscans have optimal health and wellness at every stage of life, and to achieve this, the Division is comprised of various branches dedicated to core public health services for the City and County of San Francisco, such as health protection and promotion, disease and injury prevention, disaster preparedness and response, and environmental health services.

Job Description

Permanent Exempt - In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority.

Under the leadership, supervision, and approval of the Director of Health, this position:

  • Leads the Population Health Division at the San Francisco Department of Public Health
  • Supervises overall administration of the Population Health Division
  • Directs and manages the planning, organizing, staffing, evaluation, budget preparation/maintenance and financial functions required in the daily operations of the Division's ten Branches:
    1. Environmental Health;
    2. Disease Prevention and Control;
    3. Public Health Preparedness and Emergency Response;
    4. Community Health Equity and Promotion;
    5. Office of Operations, Finance, and Grants Management;
    6. Office of Planning and Quality Improvement;
    7. Center for Learning and Innovation;
    8. Center for Public Health Research;
    9. Bridge HIV (research);
    10. Applied Research, Community Health Epidemiology, and Surveillance.
  • Facilitates the application of systems thinking by developing and implementing performance measurement and evaluation strategies; leading strategic planning to deploy collaborative strategic action plans; and facilitating empowerment of staff and community partners to take action
  • Identifies and interprets emerging trends in public health and provides information, analysis and interpretation to stakeholders and community partners
  • Leads organizational efforts to achieve and maintain health department accreditation from the Public Health Accreditation Board
  • Leads the planning, implementation, and evaluation of the ten essential public health services
  • Develops organizational team structures and systems focused on customer service, continuous quality improvement and accreditation standards
  • Leads the Division in the identification and prioritization of population health indicators; identification and engagement of partners that have a role to play in improve results; development of feasible, high-impact strategies to achieve health outcomes; and development of performance measures to guide program continuous improvement

Qualifications

  • Possession of a Master’s degree from an accredited college or university in Hospital Administration, Nursing, Public Health Administration or a closely related field. 
  • Requires:
    • At least five years of experience as an administrator of a large general teaching hospital
      OR
    • Five years of complex health care administrative experience
      OR
    • An equivalent combination of training and experience

One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirements by the application review date date unless otherwise noted.

Desirable

  • Possession of valid license to practice medicine issued by the State Board of Medical Examiners or another advanced level medical or healthcare licensure or certification
  • Knowledge of and skills in the principles and practice of public health and epidemiology 
  • Knowledge of and skills in public health administration, covering a variety of areas such as communicable disease control and prevention, environmental health services and sanitation, clinic administration, public health law and policy, disaster preparedness and response, epidemiology and statistics, finance and accounting, and workforce development 
  • Ability to lead complex public health field investigations and epidemic containment interventions 
  • Ability to build consensus among diverse constituencies, secure support within a complex political environment, and establish and maintain good working relationships with City, State, and Federal officials 
  • Ability to develop both long and short-term strategic plan, and develop and implement project plans 
  • Ability to manage a large, complex budget and allocate resources in view of competing priorities 
  • Ability to effectively lead and motivate staff and develop appropriate organizational structures to achieve multiple and changing goals 
  • Skill in delegating authority and accountability and fostering an open exchange of ideas at all levels 
  • Ability to create and improve data and analytic systems to provide actionable public health information in a timely manner. Utilize emerging data and trends to inform public health interventions and strategy in real time 
  • Knowledge of project management, lean quality improvement, and/or Results-Based Accountability

Electronic Health Record (EHR)
The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.  

Personal Protective Equipment (PPE)
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e., weakens the seal between the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination
Prior to appointment, at the Department’s expense, applicants may be required to take a tuberculosis (TB) screening test, medical examination, and/or drug test.
