The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. Job Description

Under the direction of the Fiscal Officer or Financial Accounting Manager, the Community Facilities Districts (CFD) and Infrastructure Financing Districts (IFD) accountant/analyst will be responsible for the overall reporting, accounting, and financial disclosures of these new tax districts.  These districts are reshaping portions of the San Francisco Waterfront.  This includes the recently formed tax districts for Mission Rock Development  and  Pier 70 Development, which also serve as financing authorities for various types of capital debt supported by parcel taxes and tax increment.  This includes leading the financial fund structure, accounting transactions, and reporting of these new tax districts. As these are new districts with new taxing authority, this position will coordinate with the Controller’s Office, Treasurer’s Office, Port Divisions (e.g.  Development, City Attorney), city departments, and trustees. This work is similar to work performed related to former redevelopment agencies and mello-roos special assessment districts and involves understanding, researching, and interpreting the financial impact of disposition and development agreements, financing agreements, and lease agreements and propose reporting and accounting solutions in coordination with other City departments.  This position is also responsible for learning the details of the development projects and their financing plans to be able to perform accounting and reporting for the financing authorities.   The essential functions of this position include:

  • Researching, analyzing, and implementing accounting rules and regulations as stipulated by governmental reporting and accounting standards, CA government code, public financing law, and other regulatory agencies.
  • Identifying and determining proper reporting, disclosure and guidance regarding related party transactions, public-private partnerships, fiduciaries, and leases in accordance with current new Governmental Accounting Standards Board (GASB) guidance. 
  • Reporting and accounting for Community Facilities Districts (CFD) and Infrastructure Financing Districts (IFD) funds.  Transactions include long term bonds, administrative expenses, obligations of the CFD/IFD (e.g. obligations involving developer financing).
  • Ensuring that required financial information is delivered to the other appropriate parties such as the Port, other City departments and developers.
  • Developing financial reports and providing financial information and analysis to support various required compliance and financial standards.
  • Develop policies and procedures to ensure appropriate internal controls.

Qualifications

Education and Experience:

1.    Requires a baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration or a closely related field. Such education must include at least eighteen (18) semester units or twenty-four (24) quarter units of coursework in accounting; AND

Six (6) years of professional accounting experience which includes analysis or problem solving.  Experience must include: Working with automated financial system (preferably a government system), performing difficult and responsible accounting, and reporting work, preparing financial records, reports, and financial statements, in compliance with General Accepted Accounting Principles.  Experience must include two (2) years of verifiable experience supervising subordinate staff. OR

2. City and County of San Francisco Employees with six (6) years of professional accounting experience including experience as a 1652 Accounting II or 1654 Accountant III.  Experience must include two (2) years of verifiable experience supervising subordinate staff.

 

Substitution:

A Master’s degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.

Ideal Candidate:

The ideal candidate for this position will be proactive, flexible and have experience exercising a high degree of independent judgment and decision-making on highly complex accounting and financial analysis work.  This person will have a strong work ethic, excellent analytical, reconciliation, and organizational skills, and have the ability to prioritize multiple and competing assignments to meet deadlines.  This person will also have strong interpersonal, oral, and written communication skills and be able to initiate and maintain positive working relationships with Port and City staff.  The ideal candidate will have the following technical skills and experience:

  • Comprehensive knowledge of governmental accounting and Governmental Accounting Standards Board (GASB) standards and financial reporting.
  • Experience or working knowledge of lease accounting is preferred. Will contribute to implementation of GASB 87-Leases.
  • Experience preparing audited financial statements.
  • Experience with redevelopment agencies and mello-roos
