As we continuously improve our approach, DataSF seeks a Data Program Manager to empower interagency data sharing across the City and County of San Francisco.  The data platform is used by departments and the public to support transparency, support equity in services and programs, automate reporting, and develop applications.  You can learn more about the work that goes into open data in the four-part blog series on open data operations

Appointment Type: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Job Description

As the Data Program Manager, you will report to the Chief Data Officer and help City departments integrate their various data streams into the City's open data platform, define and develop approaches to managing data quality, solicit feedback regarding data usability, and assess demand for new data.  You will contribute to a strategic and evolving approach to the use of data in the City by helping to shape and define improvements that enable internal data sharing and publishing. 

You will think strategically about how data standardization and data access can contribute to the City’s commitment to equitable and ethical service delivery and analytics.  In collaboration with departments, you will identify data gaps that hinder policy development, performance monitoring, effective reporting, scenario planning, and equity analysis.  You will work closely with the Chief Data Officer to identify ways the data platform and wider DataSF services can help fill those gaps.

Key Objectives:

The Data Program Manager has the following objectives: 

You’ll manage, improve, and grow the data platfor

  • Manages the City’s open data platform (https://data.sfgov.org) that serves as the central directory for the City’s publicly available datasets
  • Identifies process changes to expand and enable new internal data sharing features of the Socrata Connected Government Cloud (SCGC) platform 
  • Encourages further adoption and use by City departments by connecting existing features of the platform to user needs and communicating new features 
  • Works with staff to coordinate feature requests and bug reports to the data platform vendor 
  • Works with the team to revise and develop key metrics for the performance of the data program 
  • Develops documentation to empower self-service use of the data platform 

You’ll coordinate and support data publishing, sharing, and use 

  • Acts as a project manager for all departmental contributions to the data platform 
  • Applies an ethical lens to the appropriate use of data 
  • Surfaces and addresses data gaps in currently published datasets that hinder equity analysis
  • Helps City data portal users capture the full potential of their department’s data by providing training, fostering user engagement, and developing replicable analytical use patterns
  • Collaborates with the DataSF team to integrate data platform features with our analytics services and provide a cohesive suite of offerings to City staff 
  • Works with a variety of City staff (subject matter experts, frontline staff, data engineers, analysts, etc.) to coordinate data sharing, integration, and publishing on the platform 
  • Monitors data quality and makes recommendations for improvement as needed 
  • Coordinates and follows up on feedback from the public on published datasets 

You’ll support and improve citywide data governance activities 

  • Provides assistance to departmental data coordinators in the execution of their role 
  • Assists in annual and ongoing updates to citywide inventories of data and data systems 
  • Assists the CDO in developing citywide data standards to help in equity analysis
  • Solicits feedback on data policies, processes, and practices. Proposes and implements improvements to them
  • Manages projects related to citywide data governance

Qualifications

1.  An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND

2.  Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

  • Experience in data manipulation and analysis 
  • Strong quantitative analysis skills
  • Well-versed in the principles of open data and performance management 
  • Understanding of the principles of data modeling 
  • Familiarity with concepts of ETL/ELT 
  • Experience with open data platforms and/or data catalogs 
  • Experience working in Agile teams 
  • Working knowledge of Python and/or SQL 

Bonus points if you have

  • Experience writing ETL code and/or authoring ETLs through a framework 
  • Experience working with a variety of databases, APIs, and formats to extract and transform data  
  • Experience with GIS data management and working with the ESRI ArcGIS Platform (ArcMap/ArcGIS Pro, ArcGIS Online) 
  • Experience building Power BI dashboards

Additional Information

Compensation:  $129,376 - $162,734 annually
