The San Francisco’s Mayor’s Office of Housing and Community Development provide critical investments to support the city’s most vulnerable residents to provide much needs services, strengthen civil society and create opportunity to realize individual and collective opportunity.  It is an imperative of the office to be intentional in meeting its goal to reduce to reduce racial disparities in housing and economic opportunity within San Francisco.

This year Mayor London Breed launched the Dream Keeper Initiative with the goal to improve outcomes for San Francisco’s Black and African American youth and their families.  As part of this initiative, the Mayor’s Office of Housing and Community will be leading efforts to increase African American homeownership, build the capacity of African American housing developers, support cultural district planning through the lens of intersectionality with and within the African American community, and targeting engagement to African American residents.

Job Description

Anti-displacement is a key strategy for MOHCD to address housing stabilization, ensure cultural preservation, and address inequities in San Francisco, The City’s Cultural Districts program was created in 2018 to celebrate and strengthen the unique cultural identities of San Francisco.  Through a formalized collaborative partnership between the City and communities, the goal is to better coordinate resources to assist in stabilizing vulnerable communities facing high rates of displacement.  The program’s vision is to preserve, strengthen and promote cultural assets and diverse communities.

This position will focus on supporting African American community-based strategy development and its implementation. The goal is to amplify community voices and build connectivity to City resources and strategic conversations. The ideal candidate will be able to assist in deploying, coordinating, and leveraging resources using knowledge of neighborhood and community needs; draw upon San Francisco’s diverse history as well as current trends; coordinate resources and relationships to help communities preserve and promote their cultural assets and neighborhood events; and ensure programmatic and grantee compliance with all applicable local and federal regulations and requirements.  This position will ensure that the department invests in healthy, transparent and diverse neighborhood based cultural groups, and that each district utilizes fiscally sound systems and can attain strong place keeping outcomes.

Under the general supervision of the Cultural Districts Program Manager, the position performs a variety of activities related to programmatic and contractual oversight of the Cultural District Program by the Department. Specific activities include but are not limited to managing a grant portfolio of funding to nonprofit organizations; managing relationships with grantees; providing technical assistance and capacity building support when needed;  participating in program planning, development, project implementation and evaluation; reviewing project plans and programs to assure compliance with federal, state, and local laws, regulations and policies; assisting with project analyses, making recommendations and operational improvements that will improve program performance and ensure meeting contractual requirements;  conducting program monitoring and evaluating effectiveness of grant funded projects; preparing reports and records.   The Community Development Specialist at the Mayor’s Office of Housing and Community Development  also performs related duties as required.



  • Basic knowledge of non-profit financial systems.
  • Knowledge of San Francisco’s diverse communities.
  • Experience working in a government and/or non-profit setting.
  • Experience managing grants with nonprofits.
  • Knowledge of and experience with serving low income residents.
  • Familiarity with the role of governmental advisory committees.
  • Experience assisting non-profit organizations with grant compliance and operational and organizational infrastructure issues that may arise.
  • Experience in developing strategic neighborhood planning processes that effectively incorporate community input.
  • Experience in speaking effectively before individuals and groups in both government, non-profit and community settings.
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment.
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, recommendation and correspondence.


1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
