Appointment Type

This is a Temporary Exempt (TEX) position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointing Officer.  The duration of the appointment shall not exceed 36 months.

What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results.

HSH’s Homelessness Response System (HRS) funds, oversees and implements a system of care that shelters, houses and serves approximately 15,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,600 + bed shelter system for transitional age youth, adults and families including shelters for members of the LGBT community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with over 14, 500 units which provide housing and services to formerly homeless transitional age youth, individuals, and families.

Job Description

Under the general direction of the IT Director, the 1043 IS Engineer – Senior serves as a database administrator and process‑automation engineer responsible for leading all data‑mapping activities for services, programs, and assessments, ensuring accurate integration with the ONE System using Python, GraphQL, and RESTful APIs. Key duties include, but not limited to, configuring and maintaining import templates, supporting provider onboarding and data‑extraction automation, and delivering ongoing operational support such as system updates, change management, troubleshooting, and data‑integration issue resolution.

The 1043 IS Engineer – Senior collaborates with Department of Technology engineers to support Direct Import workflows, manages all data‑import and validation tasks, and implements backup, recovery, and business‑continuity procedures for Linux and Windows environments. Additional responsibilities include coordinating middleware and data‑flow testing, participating in system architecture and deployment activities, designing and documenting system components, liaising with DT and support teams to resolve system issues, and monitoring daily system performance to recommend improvements.

The ideal candidate is a highly skilled and detail‑oriented systems and data integration engineer with strong experience in database administration, API‑driven data exchanges, and process automation. They excel at mapping complex data structures, onboarding diverse providers, and maintaining reliable, scalable import workflows. They collaborate effectively with technical teams, communicate clearly with stakeholders, and document processes thoroughly. This individual is proactive in troubleshooting, committed to maintaining secure and resilient systems, and capable of supporting both Linux and Windows environments while ensuring smooth daily operations and continuous improvement.

Essential duties include, but are not limited to:

  1. Lead and manage data‑mapping activities for services, programs, and assessment forms, ensuring accurate alignment between provider systems and the ONE System using Python script, GraphQL and RESTful APIs.
  2. Configure, validate, and maintain import templates for services, programs and assessment data, including complex provider configurations as some providers can have 70+ services.
  3. Assist providers in onboarding by helping them identify technical solutions for automating data extraction from diverse systems. Once processes are established, automate data import jobs using scripts where applicable.
  4. Support agile onboarding of CBOs by prioritizing service data sync first, followed by assessments and broader program integrations. Facilitate the demonstration and training of providers in understanding the “middleware” software layer.
  5. Provide ongoing operational support, including routine maintenance, system updates, change management, and troubleshooting data rejections and integration bottlenecks once initial system setup is complete.
  6. Collaborate with DT engineers to support Direct Import workflows by clarifying provider data structures, system changes, and required mapping assistance.
  7. Manage all data import and validation tasks under the various import models, ensuring accuracy, compliance, and alignment with ONE System requirements.
  8. Plan, develop and implement backup, recovery, and business continuity procedures for both Linux and Windows operating systems.
  9. Coordinate middleware workflow testing, including data standardization, validation, matching logic, API submissions, audit logging, and error flagging processes.
  10. Participate in cross functional activities such as system architecture review, environment provisioning, integration testing, deployment support, and pilot evaluation tasks.
  11. Design, plan, integrate, test, implement, document and enhance the physical and logical components of systems or platforms. This may involve the analysis and evaluation of systems software, hardware and communications strategies.
  12. Act as the liaison between Department of Technology, technical support hot lines/emails and HSH to resolve systems or platform problems. Coordinate and implement measures through collaboration with Department of Technology engineers.
  13. Document procedures and troubleshooting techniques related to systems/products develop and review documentation prior to general distribution.
  14. Ensure that management procedures do not negatively impact on users or system performance; communicate with managers regarding system performance and operational issues. Suggest improvements to management.
  15. Monitor daily systems performance and execute corrective measures.

Qualifications

Education:

An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely related field].

Experience:

Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of a system or platform.

Substitution:

One year of additional experience as described above may be substituted for the required degree. Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirable Qualifications:

  • Experience leading data warehouse effort involving data from disparate sources
  • Experience with front-end web or application servers
  • Proficiency with using SSIS (SQL Server Integration Services) to build complex ETL (Extraction, Transformation and Loading) packages.
  • Experience with designing and building dimension and fact tables with good understanding of data warehouse design principles.
  • Experience with data encryption and knowledgeable in federal and city regulations for handling datasets containing PHI & PII
  • Proficiency with database functionality, SQL stored procedures, functions, views, database jobs and reporting tools.
  • Knowledge of Python/equivalent scripting language
  • Experience in producing claims in standard ANSI ASC x12N 837P/I format
  • Experience with Homeless Management Information System (HMIS)
  • Experience with working knowledge of XML
  • 3 years of IT Applications Experience
