Public Works currently has multiple vacancies for the position of Senior Street Inspector (6231) within our Operations Division.

We conduct a 24-hour, seven-day-a-week operation and some staff may be assigned a Swing Shift with core work hours between 12:00 p.m. and 9:00 p.m.
 

Job Description

Under general supervision, as a Senior Street Inspector, you will perform inspections and supervise the work of Street Inspectors tasked with regulating the use, condition, and construction of streets, sidewalks, trench excavations, and other construction-related activities to ensure compliance with Federal, State, and Municipal codes, specifications, regulations, and permit conditions. You will conduct inspections and supervise staff tasked with enforcing municipal codes governing the commercial use and occupancy of the public right of way, including performing inspections involving regulation of sidewalk vendors, mobile food facilities, Shared Spaces, and other community-based elements of occupancy. 
You may also be tasked with inspecting building exteriors and lots that are visible from the public right of way that potentially constitute a public nuisance. In addition to leading field activities, you will provide supervision and assist with the completion of office activities and may perform inspections of increasingly complex projects and be assigned to special projects.

Important and Essential Duties:
Your duties as a Senior Street Inspector may include, but are not limited to, the following:

  • Perform, lead and supervise staff tasked with performing inspections of streets, sidewalks, trench excavations, and utility repair projects; inspect general conditions of defects on streets and sidewalks.
  • Inspect excavation sites, sewer projects and utility company work sites to ensure proper shoring practices, traffic control, and pedestrian accessibility and safety practices are followed.
  • Inspect permit use for obstructions such as news racks, flower stands, restaurant furniture, produce stands, building construction, or other obstructions to paths of travel, especially regarding compliance with the Americans with Disability Act and Title 24.
  • Inspect private and public property, identify violations, and enforce and issue Notices of Violation/Blights under applicable municipal codes and ordinances.
  • Inspect the placement of signs, flyers, or notices within the public right of way.
  • Inspect private elements of occupancy that encroach on the public right of way.
  • Read and interpret permits, plans, and specifications to determine if the condition and use of street, sidewalk, excavation, or repair projects follow applicable codes, regulations, ordinances, and permit conditions.
  • Investigate requests, inquiries, and claims related to condition of the public right of way, encroachment, permit use, appearance and condition of buildings, structures, or lots, and public safety.
  • Communicate with contractors, utility company representatives, property owners, permit holders, business owners, other City agencies, and the public to resolve concerns and address identified areas of non-compliance.
  • Perform commercial inspections and enforce code and regulations in association with the implementation and administration of Sidewalk Vending, Shared Spaces, Love Our Neighborhood, Mobile Food Facility, Display Merchandise, Tables & Chairs, etc.
  • Read, review, interpret and recommend revisions to complex permits, plans and specifications.
  • Enforce codes, regulations and ordinances, and recommend administrative penalties, as necessary.
  • Investigate complex complaints and claims related to public right of way.
  • Respond to inquiries and complaints; may serve as a point of escalation and assist with mediating conflicts.
  • Write reports and correspondence and prepare ordinances, regulations, resolutions, and documents for public hearings.
  • Coordinate and facilitate meetings, conferences, and hearings.
  • Provide deposition and court testimony in dangerous conditions of public property matters.
  • Perform mathematical calculations related to construction, plans, drawings, and maps.
  • Supervise Street Inspectors by planning, organizing, assigning, directing and evaluating the work of other staff members.
  • Schedule and participate in employee job safety training by conducting or arranging training sessions for staff.
  • Analyze program goals and make recommendations in furtherance of meeting both performance and budgetary goals.
  • Operate a City vehicle in the course of performing site inspections and attending hearings and meetings.
  • May be assigned to special projects related to the development and enhancement of the public right of way.

Nature of Work: The nature of the work will require exposure to inclement weather conditions and will require exposure to hazardous materials and/or conditions found on construction sites and in an urban environment. Work on nights, weekends and/or holidays may be required. Standing and/or walking for extended periods of time will be required. Contact with members of the public and engagement with persons believed to be participating in unauthorized vending, and the need to impound and/or remove abandoned items from the public right of way, may be required. 

 

Qualifications

MINIMUM QUALIFICATIONS
Experience:

  1. Three (3) years of experience as a Street Inspector;
    OR
  2. Three (3) years of experience in monitoring quality assurance and code compliance related to excavations, roadways, and sidewalk construction;
    OR
  3. Three (3) years of experience in permit review, permit issuance, or plan checking related to the construction or maintenance of the public right of way.

License: 
Possession of a valid driver's license.

Note: One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

 Applicants must possess a valid State of California driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role. 

Desired Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Experience serving in a supervisory or lead capacity on code enforcement or construction projects related to the public right of way.
  • Experience documenting, preparing, and representing an enforcement entity in an appeals hearing or other setting during which enforcement action(s) are being contested.
  • Knowledge of sidewalk accessibility and ADA requirements, and safe job site setup.
  • Knowledge of safety measures when working in public right of way and worksites.
  • Ability to de-escalate situations and work as a team.
  • Knowledge of San Francisco's public right of way rules and regulations.
