Job Description

The DT Project Management Office (PMO) manages a portfolio of 100+ IT projects, many of which are strategic initiatives focused on modernizing IT through cloud initiatives, AI, business automation, case management, CRM, data management and data lakes, collaboration tools, network, voice, data center, wireless access, public safety radio and connectivity solutions, cybersecurity, IT resiliency, and service management.

The PMO Business Analyst plays a critical role in collaborating with project managers to ensure the successful delivery of projects on time, within budget, and with high quality. This role involves writing business requirements, defining project scope, developing business cases, and providing valuable analysis to support data-driven decision-making. The analyst also ensures adherence to project management processes, streamlines documentation efforts, and delivers detailed reports, enabling PMs to focus on driving successful project outcomes.

Essential Duties Include: 

Documentation & Compliance

  • Write and maintain essential project documents such as business requirements, charters, business cases, MOUs, and ISAs.
  • Ensure adherence to project management processes and change control.

Scope & Business Case Development

  • Collaborate with stakeholders to define project scope and develop clear business cases.
  • Ensure alignment with organizational goals.

Analysis & Reporting

  • Conduct analysis and generate reports on business systems, applications, project-related data, performance metrics, project status, budget, and risks.
  • Present insights to support data-driven decision-making.

Requirements Gathering & Stakeholder Collaboration

  • Assist in gathering detailed business requirements.
  • Act as a liaison between departments, ensuring clear communications, MOUs, ISAs, and inter-department agreements.

Project Tracking & Risk Management

  • Monitor project timelines, track risks and issues.
  • Support PMs with mitigation plans to keep projects on track.

Process Improvement & Knowledge Sharing

  • Identify inefficiencies and recommend process improvements
  • Work with PMO team to integrate Generative AI tools in Project Management
  • Facilitate training to ensure consistency and best practices across projects.

Support for PMs

  • Provide administrative and operational support.
  • Help PMs focus on strategic project management tasks by handling documentation, testing plans, reporting, quality assurance, and process adherence.

Appointment Type 

Permanent Exempt (PEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring. 

Work Location 

Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103).  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary. 

Nature of Work 

The incumbent must be willing to work on-site at our San Francisco office in person four (4) days a week and one day remote as determined by the department. Travel within San Francisco may be required. 

 

Qualifications

Minimum Qualifications

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.

License and Certification:

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirables Education/Training/Certs, Experience, and Skills 

  • Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) certification is preferred.
  • Project Management Professional (PMP) certification is a plus.
  • Familiarity with ITIL, Agile, or other relevant methodologies is beneficial.
  • Experience with Microsoft PowerApps, PowerBI, Project for the Web, and the Microsoft suite of products is advantageous.
  • Ability to communicate clearly, concisely, and effectively across multiple stakeholder groups and varying organizational levels.
  • Experience working in a matrixed environment.
  • Experience creating presentations and diagrams for stakeholder groups across varying organizational levels.
  • Ability to effectively prioritize workload, pivot and shift quickly when strategy changes, and complete tasks across multiple concurrent projects and workstreams.
