Job Description
The TAMS (Taxis, Access & Mobility Services) Division is comprised of three sections: Enforcement; Permits & Administration; and Accessible Services. The Permits & Administration and Enforcement Sections lead the regulation and oversight of the taxi industry and ongoing mobility services permit programs, such as scooter share and commuter shuttles. The Accessible Services Section provides guidance across the agency’s business domains to ensure physical and programmatic access to transit, paratransit, pedestrian, bike and parking facilities, shared mobility, and taxi services.
Under general direction, the 6335 Disability Access Coordinator plans, approves, inspects and directs all activities relating to compliance with the Americans with Disabilities Act (ADA), Title II, administration of publicly funded facilities and construction under Title 24 of the California Code of Regulations and interpretation and dissemination of related information and other regulations requiring accessibility for persons with disabilities to applicable public facilities and right of ways.
Essential Functions:
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
- Develop and update relevant architectural and engineering policies and procedures for consistent departmental implementation and interpretation of accessibility codes and regulations relating to transit fixed guideway and streets projects.
- Serve as liaison and work with the SFMTA Accessible Services team, the Mayor’s Office on Disability, Department of Public Works, Department of Building Inspection, other CCSF partners, and disability advisory committees to oversee the provision and maintenance of effective physical and programmatic access to SFMTA facilities and infrastructure.
- Administer and coordinate efforts related to the SFMTA provision of architectural accessibility surveying, planning, plan review, inspection, and accessibility verification, adhering to code standards as outlined in Title II of the Americans with Disabilities Act (ADA), the 2010 ADA Standards (ADAS) for Accessible Design, Uniform Federal Accessibility Standards (UFAS), California Government Code §4450 - 4461, California Health & Safety Code §19952 – 19959, California Building Code/Title 24, California Manual on Uniform Traffic Control Devices (MUTCD) and other applicable federal, state and local disability access laws.
- Conduct investigations and verify reports of physical accessibility barriers within the SFMTA portfolio as reported by members of the public or as elevated through the Citywide ADA Grievance procedure or other responsive complaints mechanisms. Develop recommendations for barrier removal remediation plan and implementation strategy, as appropriate.
- Serves as support to the TAMS Director in general oversight of SFMTA’s ADA capital improvement programs.
- Serve as advisor and coordinator with other City Departments on accessibility components of specific public projects within SFMTA’s jurisdiction and work collaboratively with internal and external partners to streamline efforts and optimize resources, ensuring that financial investments in architectural accessibility projects are targeted and efficiently utilized across departments.
- Develop and provide specific training to SFMTA staff as needed on permitting processes and on achieving effective architectural access for people with disabilities.
- Serve as departmental representative for the SFMTA and provide accessibility information as needed to commissions, boards, committees and representatives from federal, state and local agencies and organizations on SFMTA’s accessibility progress and long-range Capital improvements accessibility strategy.
- May include additional duties as assigned.
Nature of Work: May include work under extreme weather conditions such as heat or cold, climbing ladders, walking on uneven surfaces and/or standing for a long duration to perform site inspections.

Qualifications
Education: requires Baccalaureate degree in architecture, architecture technology, environmental design, civil engineering or closely related field from an accredited college or university.
Experience: eight (8) years of verifiable professional experience in the design, review and approval process and in construction inspection activities relating to disability access requirements, codes and/or regulations applicable to buildings, facilities and public right of ways.
Substitution: possession of a Certified Access Specialist (CASp) certification through the CA Division of the State Architect or an equivalent certification may substitute for the required education.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

- Experience working with or for a public transportation agency to develop and update architectural or engineering policies and procedures relating to accessibility on transit and streets projects
- A bachelor’s or master’s degree in architecture, civil engineering, construction management, urban planning, or a related field
- Relevant professional certifications and licenses: CASp (Certified Access Specialist), architectural license, Professional Engineer license, LEED (Leadership in Energy and Environmental Design) certification
- Experience reviewing concept designs through construction documents, and inspecting new construction work for accessibility code compliance
- Experience surveying existing facilities and planning ADA-barrier mitigation work
- Familiarity with Title II of the Americans with Disabilities Act (ADA), 2010 ADA Standards (ADAS), Uniform Federal Accessibility Standards (UFAS), Public Right of Way Accessibility Guidelines (PROWAG), California Government Code §4450 - 4461, California Health & Safety Code §19952 – 19959, California Manual on Uniform Traffic Control Devices (MUTCD) and the California Building Code/Title 24
- Strong analytical abilities to interpret complex codes, regulations, and guidelines
- Ability to effectively communicate with architects, engineers, contractors, and regulatory agencies
- Experience in resolving conflicts effectively during design and construction phases of projects
- Aptitude for working with individuals from diverse linguistic, ethnic, and cultural backgrounds, demonstrating inclusivity and respect in all interactions
- Experience developing and managing budgets for capital projects
- Ability to manage and prioritize multiple projects simultaneously within tight deadlines
- Experience developing strategic frameworks or plans for investing in architectural accessibility
- Knowledge of universal design principles

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Behavioral Consistency Questionnaire (Weight - 100%): Candidates deemed eligible and admitted to the examination process will be invited to participate in a written essay examination designed to measure knowledge, skills and/or abilities in job-related areas, which may include, but not limited to knowledge of: architectural and civil engineering design concepts, federal, state and local laws regarding access for persons with disabilities applicable to public buildings, right of ways and other facilities; ability or skill to: collaborate with design professionals, review and approve architectural, landscape architecture and engineering designs, conduct and direct plan review activities; interpret and explain access regulations accurately and provide alternatives for compliance; initiate and disseminate compliance procedures and methods and to ensure departmental compliance with legal requirements relating to accessibility; communicate effectively with departmental management, staff and members of legislative and other groups.
A passing score must be achieved on the Behavioral Consistency Questionnaire in order to be ranked on the eligible list. The department may administer additional position-specific selection procedures to make final hiring decisions.
Additional Information
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list/score report resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
