Job Description

Project name: Contracts/Budget and Vendor Program Management

Under general direction, of the Chief Information Officer (CIO), the 1824 Principal Administrative Analyst will act as the Program & Project Manager to collaborate with staff in ITS, SFPUC and OCA to oversee strategic and transformational initiatives that support and improve budget, contracts, procurement, and vendor management functions. The candidate will manage SFPUC IT Services’ $30,000,000+ annual budget and create a long-term plan that will be used to optimize spending and improve technology investments. This will also ensure ITS is properly positioned and organizationally aligned to support technical operations both for Administrative and Water specific systems, as well as Cybersecurity and Disaster Recovery Projects.

Essential Functions:

  • Direct and manage a variety of administrative & project/program activities for ITS to support budget, contracts, service level agreements, and procurement activities.
  • Participate in drafting and updating ITS administrative policies and procedures and prepare them for publication.  Create a process to track policies for expiration dates to ensure updates, accordingly.
  • Gather and analyze data to draft and distribute statistical reports, and analysis, to support compliance and process improvement for all administrative services.
  • Develop and operationalize a budgeting & forecasting process to ensure appropriate stakeholders are informed of procurement processes, contract additions / terminations to enable accurate budget forecasting.
  • Collaborates with other management staff to draft and implement an annual ITS budget.
  • Review Vendor payment process to coordinate and improve activities between Sourcing, Finance, and Vendors to ensure all invoices are paid in accordance with vendor agreements.
  • Work collaboratively with the ITS Cybersecurity Office to ensure Cyber Risk assessments are included in the contract renewal process and educate customers, where applicable.
  • Create and establish Service Level agreements both internal and external to ITS to ensure support levels are being met, staffing levels are balanced, and proper funding is being allocated.
  • Develop a process to provide Executive Level briefings at regular intervals to help keep ITS current with changes and performance against existing agreements with vendors.
  • Develop and maintain strong and productive relationships with leaders in ITS, SFPUC, and OCA to build credibility and trust to promote and inspire cooperation and teamwork.
  • Lead project meetings and collaborate with subject matter experts to execute on project tasks, as well as communicate and present status updates and escalations to leadership.
  • Guide teams through ambiguity, seek to offer creative solutions while addressing problems of a diverse scope, and influence decision-making.
  • Lead change-management efforts and drive end-user adoption.
  • Perform other duties as required.

Qualifications

Possession of a baccalaureate degree from an accredited college or university, and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
