The San Francisco Department of Public Health (SFDPH) has the mission to protect and promote the health of all San Franciscans. SFDPH provides direct services at Zuckerberg San Francisco General Hospital, Laguna Honda Hospital, Population Health clinics, Jail Health, community behavioral health and a network of primary care health centers across the city. Critical to the delivery of care, population health surveillance and healthcare outcomes for vulnerable populations are robust data platforms, comprehensive analysis, and agile reporting.

The San Francisco Department of Public Health’s (DPH) Information Technology Division is the technology services provider within Public Health, delivering technology infrastructure and services to approximately 10,000 users within the organization to help support over 100,000 patients annually.

This position focuses on developing and providing technical support on the PowerBI platform for patient care and clinical operations dashboards. Implementing PowerBI across DPH is part of a strategic initiative to make DPH a more data-driven organization. This position will be a technical lead on PowerBI, working with Information Governance, SFDPH IT and PowerBI developers to create standard reporting practices and curated data sets for shared use. In addition, this successful candidate will provide user support and training on the reporting tools within Epic, the primary electronic health system for SFDPH. Another strategic goal is to increase adoption and end-user fluency with the standard Epic self-service reporting tools. With Behavioral Health Services implementing Epic in early 2024, it’s anticipated there will be a focus on PowerBI projects and reporting support for this division. This position will also be involved with supporting the needs for medical service delivery, within both hospitals and ambulatory care divisions. This position is in the Metrics, Analytics and Data Integration (MADI) team. MADI supports data needs for patient care, regulatory requirements, and strategic initiatives across SFDPH.

      Duties Include

      Below are examples of essential duties of this position include but are not limited to:

      • Serves as a technical lead for PowerBI.
      • Participates in workgroups to standardize PowerBI configurations and standards across DPH.
      • Develops PowerBI reports and systematizes PowerBI data sources as directed by Information Governance and SFDPH leadership.
      • Designs trainings and provides at the elbow support for end users developing in PowerBI.
      • Provides trainings on Epic reporting tools for end users.
      • Supports clinical areas to adopt Epic reporting tools by creating templates and meeting data requests.
      • Contributes to development standards, style guides, data dictionary and other centralized resourcesfor governance and adoption of self-service analytic tools.
      • Serves on various Information Governance committees for SFDPH strategic goals of increased access and use of validated data across the organization.

      The 1053 Senior IS Business Analyst-Power BI/IG also performs other related duties as assigned.

      Qualifications

      Education:

      An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]; AND

      Experience:

      • Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
      • One (1) year of experience in design, development, and implementation of Business Intelligence and analytics solutions; building data visualizations, dashboards, spreadsheets, and geospatial representations of complex/large datasets for a wide range of audiences.

      Educational Substitution

      • Additional experience as described above may substitute for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
      • Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

      One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

      Desirable Qualifications
      These qualifications may be considered at the end of the selection process when candidates are referred for hiring:

      • Experience in healthcare
      • Experience in Epic, specifically Reporting Workbench and SlicerDicer
      • 1 year of experience creating PowerBI reports
      • Excellent written and verbal communication skills
