Job Description

Under general direction, the 1820 Junior Administrative Analyst will perform detailed professional-level analytical work for the Payment Processing Unit of the Infrastructure Budget & Finance Group.

The essential functions of this position include, but are not limited to, working directly with senior analysts to assist with reviewing and processing payments for all SFPUC contractual agreements, general services, and commodities, ensuring payment compliance with the provisions of the contract or quote and prompt payment. The Junior Administrative Analyst will be responsible for ensuring compliance with City requirements, Departmental policies and procedures, and government accounting standards. This position also will be responsible for ensuring proper internal controls, monitoring, and following up on submitted requests to completion, maintaining and properly archiving invoice files, and ensuring that all payment requests are approved and processed timely in the SFPUC’s contract management and online invoicing system (SOLIS) and in the City’s Financial and Procurement system (PeopleSoft). The Junior Administrative Analyst also will be responsible for assisting senior analysts with compiling and analyzing contract, purchase order, invoice/payment, retention, and related project budget and expenditure data from multiple sources and systems to assist in reconciliation projects, preparing regular and ad hoc operating budget and expenditure reports, and processing employee reimbursement Performing payment compliance for all SFPUC contractual agreements as well as general services and commodities invoices for the Infrastructure Division and for the SFPUC's 525 Golden Gate Administration Building.   

Essential Duties:

  1. Ensuring that invoices are processed consistent with the contract scope of work and proposed funding source.  
  2. Ensuring prompt payment.           
  3. Providing support to SFPUC's contract management and online invoicing system (SOLIS) users and assisting with the research and resolution of issues.          
  4. Assisting with maintaining internal controls documentation for invoice processing and administering policies and procedures to ensure proper internal controls.           
  5. Assisting in reviewing, validating, and reconciling contract, purchase order, and payment data from the City Financial and Procurement System and internal front-end systems to analyze accounts and to identify data discrepancies.          
  6. Assisting in performing contract analyses, including contract and task order budget, payment, and retention reconciliations.               
  7. Updating and maintaining contract and invoice data in the SFPUC’s contract management and online invoicing system (SOLIS), with an emphasis on data accuracy and timeliness.         
  8. Ensuring financial data integrity.

Class 1820 performs other related duties as required.

Qualifications

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university.

Substitution:

May substitute up to 2 years of the required education with qualifying full-time, professional-level experience in budget analysis, financial analysis and reporting, legislative/policy analysis, data analysis, or contract/grant administration. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester/45 quarter units.  2000 hours of qualifying work experience is based on a 40-hour work week. Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
