External Affairs Bureau

Job Description

Community Benefits and Youth Workforce Senior Administrative Analyst

Project Name: Kinder-to-Career: Middle School Strategy Development & Implementation 

Under the direction of the Community Benefits Workforce Development Manager, the Youth Workforce Development Senior Administrative Analyst will help develop, manage and implement a broad range of projects that connect local youth and adults with learning, apprenticeship, job training, employment and business opportunities with and related to the SFPUC. This position will work closely with the SFPUC Human Resource Services to develop a talented and diverse pipeline leading to jobs in the water, wastewater, and power industry; monitor budgets and funding streams to ensure programs run on-budget; collaborate with the Community Benefits Arts and Education Manager to research, analyze, plan and manage activities related to middle school, high school, college and out-of-school programs; provide as-needed representation and coordination on behalf of the SFPUC in meetings with BAYWORK, a consortium of Bay Area water and wastewater utilities working together to maintain the reliable workforce needed to serve our customers and protect the environment; coordination, compiling, researching, and follow up with requestors/finance/suppliers relating to procurement and payment processing and perform other related duties as assigned.

Essential Functions:

  • Provide day-to-day support to the Workforce Development Program Manager in the implementation of the SFPUC-wide workforce development policy and vision;
  • Prepare and manage various programs or projects drawn from a variety of fund sources; maintain program and project plans;
  • Make informed analytical and policy recommendations on a variety of workforce-related issues, with a focus on building and maintaining a skilled and diverse workforce for mission-critical utility jobs;
  • Prepare comprehensive studies, evaluations, and reports as-needed to support policy decisions; advocate funding needs; and assess future financial trends, opportunities, and constraints;
  • Collaborate with the Community Benefits Arts and Education Program Manager to solidify a Kinder-to-Career strategy, and plan and manage activities of youth, young adults, and adults along the strategy spectrum;
  • Develop and implement a strategy to engage middle school students in the SFPUC service territories to deepen eco-literacy and awareness of SFPUC careers;
  • Represent SFPUC at BAYWORK events, community events, and meetings with city departments, educational institutions, and professional associations as-needed;
  • Prepare presentations and recommendations for SFPUC management, commissions and other agencies regarding workforce development programs and grants;
  • Establish, maintain and foster harmonious working relationships with those contacted in the course of work; and
  • Provide support related to procurement, such as coordination and planning to align department goals/timelines with finance/Controller's office processing times
  • Compiling purchasing documentation: quotes, approvals, COAs; researching PO category codes and account codes; verifying quote expiration data
  • Provide support related to payment processing, such as coordination and planning to align department goals/timelines with finance/Controller's office processing times
  • Compiling payment packet: invoice, packing slip/proofs/emails; follow up with requestors for missing packing slips/proofs/emails; researching payment type: DPR, PO voucher, self-service invoicing (Tech Marketplace purchases); verifying invoice date to ensure payment within 30 days
  • Perform other duties as required.

Data, Evaluation, and Metrics Senior Analyst 

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university

Experience: Three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
