Job Description

Under general direction, the People & Labor Relations Manager manages a team of professional Senior Human Resources Analysts performing a variety of Human Resources functions in the areas of Labor Relations, MOU contract language interpretation, Union contract negotiations and non-disciplinary employee support. The People & Labor Relations Manager may represent the Agency with other City departments and Commissions for Human Resources related matters and may serve in an acting capacity in the absence of the HR Director or other HR Managers.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Writing, developing, and implementing policies and procedures regarding labor relations.
  2. Consulting with leaders on the impact of disability management, civil rights, workers' compensation, ergonomic awareness, and payroll on labor relations.
  3. Providing guidance and advice on all aspects of people and labor relations to line staff, managers, executives, and other stakeholders.
  4. Managing, supervising, leading, directing and representing the Agency in negotiations, meet and confer sessions, disciplinary actions and other people and labor relations matters.
  5. Reviewing, monitoring, leading, and directing the work of professional and support staff in all aspects of people and labor relations matters; ensuring timely, accurate and complete compliance with all employee/labor relations related laws, rules, policies, and procedures.
  6. Preparing and representing the Agency before Boards, Commissions, and other relevant stakeholders.
  7. Preparing accurate and timely written and verbal responses to people and labor relations matters.
  8. Conducting training on a variety of people and labor relations related topics.

Qualifications

  1. Education: Possession of a Bachelor’s degree from an accredited college or university; 

AND

  1. Experience:  Five (5) years of professional-level human resources experience performing duties that include significant assignments in the areas of labor relations; employee disciplinary processes; classification and compensation; personnel administration; and/or the lead of human resources functions. Work in these areas must include: consulting, advising, and informing department, agency, or program managers/supervisors on human resources/employment-related rules, regulations, and policies; presenting organizational or human resources-related issues to department, agency, or program managers; and use of standard office applications. Qualifying experience must include three (3) years of experience supervising human resources professionals.

Education Substitution: Applicants may substitute up to two (2) years of the educational requirement on a year-for-year basis.  One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Experience Substitution: Possession of a Master’s Degree in Human Resources Management, Industrial/Organizational Psychology, Public Administration, Business Administration, or a Juris Doctorate may substitute for one year of the required work experience.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of federal, state, and local rules and regulations; knowledge of the principles and practices of personnel management; knowledge of labor relations; and written communications ability.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Additional Information

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
