Appointment Type: This is a Category 16, Temporary Exempt (TEX), as-needed position not to exceed six (6) months or 1,040 hours in a fiscal year. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointing Officer.

The Bureau of Street Environmental Services (SES) keeps the City’s streets, sidewalks, and other public spaces clean with mechanical and manual sweeping, graffiti abatement, and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Public Works currently has a vacancy for an as-needed on-call Communication Dispatcher within the Bureau of Street Environmental Services.

Job Description

Under supervision, as a Communications Dispatcher I, you will perform a variety of specialized duties in connection with communications dispatch functions. In this role, you will operate a variety of communications equipment, including two-way radio base stations, telephones and radio-paging services to dispatch and transmit information with mobile field units and communicate with the public.

Important and Essential Duties:
Your duties as a Communications Dispatcher I may include, but are not limited to, the following: 

  • Operates a variety of communications equipment and information transmitting devices such as, multi-line telephones, two-way radio and pager systems utilized to receive information, request reports and emergency calls from several mobile radio field units and telephones, or to transmit messages to field units and/or to route calls to proper bureau or detail for action.
  • Verifies and evaluates messages received to determine if information is accurate and may follow up to ensure proper receipt and understanding to determine type of action necessary and appropriate staff and/or agency to be notified.
  • Dispatches mobile units and equipment to specific work locations, including locations where traffic control, citing and towing services are needed; makes phone requests for ambulance, tow-truck or other emergency services; makes inquiries of other agencies as requested by field units; reads maps and gives directions on how to get to location of emergency.
  • Records essential information and facts from messages transmitted or received by radio and telephone by entering and retrieving data from computer, time stamping and logging messages for permanent record keeping, maintaining continuous records of the status of units assigned, and maintaining a regular log of all messages transmitted and received by radio and telephone.
  • Assists communications dispatchers to coordinate communications emergency procedures by working with staff from various City departments (e.g., Police, Municipal Transportation Agency, Fire, Sheriff and Public Utilities Commission) and communications dispatchers from 911 during accidents, emergencies and natural or other disasters.
  • Transmits alarm information to supervisor on duty when the department needs assistance; notifies the Police department daily of streets scheduled for no-parking zones; prepares records and performs other clerical duties related to these procedures. May monitor surveillance equipment and intrusion alarms from on-site buildings.
  • Responds to calls and closes out service requests from San Francisco’s 311 Customer Service Center.

Nature of Work: This is an as-needed position with irregular and limited hours. You may be required to work variable shifts which include nights, weekends and holidays.

Qualifications

Minimum Qualifications:

Experience:

  1. One (1) year of verifiable experience operating a two-way radio communications base station, receiving, recording and transmitting messages from one source to another.
    OR
  2. Combined total of one (1) year of verifiable experience operating a multi-line telephone and a two-way radio communications base system. Six (6) months of this experience must have been operating a two-way radio base station.

Note on Qualifying Experience: Experience with hand-held two-way radios is not qualifying. Applicants must have operated a two-way radio base station in order to be considered qualified to participate in this recruitment process.

One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

CONDITION OF EMPLOYMENT
Valid Driver’s License:
 Applicants must possess a valid State of California driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.
