External Affairs: The External Affairs Bureau at the SFPUC oversees the agency's local, state and federal legislative and policy activities, communications, community engagement, community benefits, and environmental justice program. 

Job Description

Project name: Strategy Optimization and Performance Project     

The EA Organizational and Stakeholder Project Manager will address critical needs within External Affairs related to organizational design, change management, work planning, relationship management and strategic decision making within a matrix structure, including strategic planning, resourcing, implementation, and as-technical assistance. This will include managing cross-sector, time-sensitive and high priority projects and initiatives that strengthen the organizational culture, processes, and systems within External Affairs in support of effective and collaborative teams and high-impact work.

This position will lead a strategy optimization and performance project in External Affairs in response to both internal and external emerging needs. This will include: 1) managing an organizational design process for the alignment of organizational structure and identified objectives and priorities, to improve efficiency and effectiveness; 2) leading, managing, and tracking the development and implementation of cross-functional organizational design work including strategic planning, resourcing, and leveraging data, contracting and budgeting; 3) fostering existing and building new relationships for effective change management as the organizational design efficiencies are mobilized, with a focus on external stakeholder relationships.

Essential Functions:

  • Develop and implement plans to strengthen External Affairs’ organizational culture and programmatic services grounded in aligned, effective, values-driven strategic thinking with a diversity, equity, and inclusion frame.
  • Manage the development of planning and evaluation spaces in External Affairs dedicated to thoughtful staff and program development, including strategy, wellness, and mutual support and accountability.
  • Lead complex project management to implement plans around organizational design and change management priorities including developing structures to drive strategy, execution, and collaboration to advance goals.
  • Provide analysis and direction for key projects to formulate functional and effective strategies on priorities from the External Affairs’ leadership team.
  • Provide strategic support for staff across External Affairs in undertaking critical changes to administrative processes including contract and budget management, as well as supporting strategic approaches to other key initiatives.
  • Provide supervision and support to strategic cross-functional teams and individual staff related to project outcomes.
  • Monitor and support implementation of program development and process improvements, as needed, to ensure desired outcomes are being achieved.
  • Strengthen collaborative relationships and identify opportunities for coordination with external stakeholders, including other City agencies and community stakeholders.
  • Coordinate and effectively communicate with internal SFPUC and External Affairs stakeholders regarding alignment and implementation of specific projects. Assist in securing support and resources to meet the goals of these projects.
  • Support the development of reports and communications on key performance metrics and outcomes, as needed, to make informed assessments of progress and outcomes. 
  • Identify and resolve issues as they occur including changes in timelines, resources, and team capacities.
  • Support the development of an External Affairs organizational culture grounded in strategic planning, data analysis, collective purpose, and interdependent mutual accountability.
  • Support a culture of continuous experimentation and improvement in service of and accountability to our customers and communities.
  • Perform other related duties as required.                                           

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional experience developing and/or implementing processes, programs, and policies in external affairs; public policy; government affairs; community benefits; communications; or related functional areas; experience must include three (3) years of supervisory experience.

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
