Job Description

Under supervision of the Probation Services Director, the Community Programs Relations Specialist assists in researching, establishing contracts with, monitoring, and evaluating Community Programs for the Juvenile Probation Department by maintaining close contact with personnel of community-based agencies and projects, analyzing data and preparing recommendations; and performing other duties as required.

Essential Duties of the Community Programs Relations Specialist include but are not limited by the following:

1. Develop and maintain relationships with community-based programs that support justice involved youth. 

2. Source community-based programs to meet the needs of justice-involved youth.

3. Liase with community partners in implementation of services; attends project-related community and other meetings

4. Conduct orientations that inform various groups, organizations and individuals on probation and support services. Surveys and analyze results of orientation satisfaction surveys to improve orientation responsiveness to community needs. 

5. Review and analyze monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance; visit sites to assess effectiveness of individual projects: write and submit monthly performance monitoring reports.

6. Manage the Juvenile Advisory Council, comprised of former justice-involved youth who would like to make a difference in the community. 

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications

In addition to meeting the minimum qualifications listed above, the ideal candidate will have demonstrated a successful track record of having the following knowledge and abilities. 

Knowledge of: 

  • Principles, procedures, practices and legal standards of Community Development programs;
  • Federal, State, and local laws as they apply to such programs, local governmental structure, applicable existing and proposed legislation, and regulatory mandates. 

Ability to: 

  • Establish and maintain effective working relationships in order to work effectively, coordinating with funding agencies, other city departments, non-profit and/or neighborhood organizations, department staff, officials and the general public;
  • Apply the principles and practices of public administration and financial management;
  • Clearly interpret all applicable laws, ordinances and codes as they pertain to the supporting programs and effectively communicate program policies to boards, committees, and other agencies and the public;
  • Identify, gather and evaluate information from a variety of sources, formulate logical conclusions and develop effective courses of action and/or recommendations;
  • Use computer applications, including email, word processing, spreadsheets, databases and the internet to prepare correspondence, reports and other documentation, extract and process information and create and maintain records, prepare clear accurate and well-organized reports, and memos;
  • Speak clearly and concisely in order to effectively express ideas and communicate work-related information to a variety of individuals and groups;
  • Prioritize and organize multiple assignments and projects and facilitate attainment of established goals and objectives;
  • Ask appropriate questions and effectively elicit information and exercise sound judgement and appropriately refer issues to managers/administrators.

 SELECTION PROCEDURES

Minimum Qualifications Supplemental Questionnaire (MQSQ) (Weight: Qualifying)
Candidates will be sent an MQSQ via email as part of the employment application. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQs) for this position.  The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%)
Candidates deemed to have met the minimum qualifications will be invited to participate in a written examination designed to measure the knowledge, skills and abilities in job-related areas as described in this announcement. Candidates much achieve a passing score on the Supplemental Questionnaire examination to be ranked on the eligible list. 

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Eligible List/Score Report: 

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
