General Description

Contracts & Procurement handles the procurement of all goods and services for the San Francisco Municipal Transportation Agency (SFMTA), a department of the City and County of San Francisco, responsible for the management of all ground transportation in the city, including oversight of the Municipal Railway (Muni), as well as bicycling, paratransit, parking, traffic, walking, and taxis.

Job Description

Under general direction, the 9182 Contracts & Procurement Manager plans, directs, manages, and oversees the activities and operations of the Contracts & Procurement Section, including the Construction, Professional and General Services, Purchasing and Inventory Control sub-sections; performs related duties as assigned. Responsible for planning and managing all procurements at the SFMTA through subordinate-level managers, supervisors, and staff.

Examples of Important and Essential Duties:

 

  1. Assumes full management responsibility for all SFMTA procurements.
  2. Recommends, drafts, updates, and administers policies and procedures.
  3. Manages the development and implementation of Contracts & Procurement section goals and objectives, and policies and priorities for each assigned service area.
  4. Monitors and evaluates the efficiency and effectiveness of services provided by the procurement section; reallocates resources within section accordingly.
  5. Works collaboratively with SFMTA divisions in planning procurement needs and resolving policy, contracting and service delivery issues. Serves as a resource to both internal and external customers. Works with all stakeholders to identify efficient contracting methods and expedite the processing of contract actions.
  6. Provide technical assistance to Contractors and SFMTA divisions regarding contract negotiations, documents, policies, and procedures. As required, participates in the negotiation of resulting contracts from assigned solicitations. Seeks legal advice as appropriate.
  7. Plans, directs, and coordinates, through subordinate level staff; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
  8. Supervise a team of section leaders to ensure timely award of contracts and completion of other projects.  This includes conducting regular one on one supervision meetings and being available to staff for consultation.
  9. In consultation with section leaders, assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; integrates technology as appropriate; directs and implements changes.
  10. Reviews contract and purchasing proposals; evaluates options; ensures compliance with federal, state, and local regulations; makes recommendations and/or approves proposals.
  11. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  12. Monitors developments and legislation related to procurements; evaluates impact upon SFMTA operations; recommends and implements practice and procedural improvements.
  13. Represents the Contracts & Procurement section to other departments and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
  14. Attends and participates in professional group meetings; stays abreast of latest trends and innovations in contracting methods and supply chain management.
  15. Responds to and resolves difficult and sensitive inquiries and complaints.
  16. Other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

  1. Possession of a Bachelor’s degree from an accredited college or university; AND
  2. Four (4) years of managerial experience in procurement.

Substitution:

Additional qualifying experience may be substituted for the required education in the Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

DESIRABLE QUALIFICATIONS

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience implementing a comprehensive procurement and materials management program for a transit agency.
  • Experience handling both traditional, public-sector procurements and the use of alternative procurement methods.
  • Experience researching, analyzing, and evaluating innovative contracting methods and techniques.
  • Experience with large, capital contract negotiations and contract administration.
  • Experience interpreting and applying related federal, state, and local procurement laws, codes, and regulations.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Strong leadership and team building skills, such as the ability to mentor staff, build morale and develop staff from diverse racial/ethnic and gender identity backgrounds.
