About the Office of Economic and Workforce Development (OEWD)

The Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business. OEWD is a dynamic Department in the City and County of San Francisco that reports directly to the Mayor.

The Finance and Administration Division provides services that support the administrative infrastructure of the Department which include:

Budget, Finance & Accounting

Manages the development, implementation and administration of the Department’s annual budget; Prepares complex cost analysis to adequately forecast and project budget, revenues and expenditures; Manages purchasing and accounting transactions, cash receipts and journal entries; Reviews, reconciles and audits accounting records to ensure fiscal accuracy and internal controls; Ensures allowability and compliance with funding source requirements;

Contracts & Grants

Develops and executes contract and grant agreements that are consistent with federal, state and local requirements; Monitors contract and grant related invoicing, accounting and reporting; Conducts competitive solicitation, review and selection processes, including receipt and review of bids, negotiation with potential contractors/vendors and review/processing of approvals.

Human Resources

Manages personnel transactions for new hires, certifications, separations, reassignments, referrals, leaves of absence and other personnel matters; Maintains personnel records and other relevant confidential human resources related information to ensure that accurate information is filed; Performs job analysis and position-based examinations for hiring and selection process according to the City’s policies and procedures; Calculates, prepares and processes payroll and timekeeping transactions.

Job Description

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Senior Budget and Financial Planning Analyst will be a key member of the Finance and Administration Division to assist in the development of the annual budget, formation of programmatic spending plans, production of financial analysis activities that includes forecasting revenue and expense projections, ensuring appropriate budgetary controls and making recommendation to improve financial reports.

Essential Duties:

Under general direction with the Finance and Administration Division, the Senior Administrative Analyst conducts and participates in complex job duties which include, but are not limited to:

General

  • Plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, data analysis, legislative and administrative policy and/or contract administration.

Budget

  • Under supervision of the Budget Manager, the Senior Budget and Financial Planning Analyst participates in developing OEWD annual budgets, including following areas: ensure operating divisions and programs are properly resourced; ensure transactions conform to internal policies and requirements, generally accepted accounting principles and related local, State and Federal legislation policies and procedures; ensure expenditures are within budgeted amounts; and analyze the viability of projects and programs, and review position requests. This position supports OEWD staff to address and resolve budgetary questions and challenges.
  • Analyzes and makes recommendations on a variety of difficult, complex special projects; assists management in expenditure monitoring and/or budget, fiscal, and other issues related to interdepartmental initiatives; collaborates with senior management staff and program managers to develop a detailed spending plan in order to ensure the timely and effective delivery of services.

Financial Analysis and Reporting

  • Prepares and/or presents management fiscal reports, including clear financial information and appropriate supporting documentation. Provide as-needed requested financial reports to senior management staff, other city agencies and the community at large. 
  • Responds to informational budget and/or fiscal related requests, including those of a highly sensitive nature.
  • Conducts monitoring and reconciliation of detailed and complex grant budgets and guaranteed income direct payments; ensures expenditures remain within the budget, shifts funds within guidelines; prepares and/or directs preparation of status and financial reports for senior management staff, Mayor's Office, Board of Supervisors, Controller's Office and other agencies.

Policies and Procedures

  • Works independently, researches, analyzes and makes policy recommendations on unique special projects with significant financial impact or highly visible public issues; may participate in mission critical financial or operational activities.
  • Consults with Budget Manager, senior managers and others to problem solve difficult and complex fiscal and administrative issues; recommends updates to fiscal policies and procedures that have significant impact on the organization and the delivery of services, especially with programs that support vulnerable residents.

Qualifications

Desirable Qualifications 

  • Understanding of structural and institutional barriers that impact organizations serving Black, Indigenous and people of color.
  • Professional work experience in a local government or public agency setting.
  • Professional work experience administering contracts and/or grants in a local government or public agency.
  • Intermediate Level Excel including pivot tables, vlookup, conditional formatting, charts and tables.
  • Understanding of Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Auditing Standards

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions)may apply to a particular position and will be stated on the job ad.

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
