Job Description

Position Description:

The San Francisco Municipal Transportation Agency’s (SFMTA) Revenue Office is responsible for the SFMTA’s operating and capital revenues, including projecting revenues, reconciliation budgeted and actual revenues, reconciling budgeted revenues with cash balances, and monitoring burn rate.  The Revenue team must understand the rules regarding a variety of operating and capital revenues, how multiple revenue sources can be combined to create funding plans for high dollar value, long-term projects, and build and strengthen partnerships with existing and potential funders to advocate for the needs of San Francisco’s transportation system. Revenue staff navigate complex conversations with internal and external stakeholders at the local, regional, state, and federal levels.

The Revenue Manager leads, plans, and organizes the activities of the Revenue Office carrying out the SFMTA’s funding and revenue policy, programming, and strategy activities. This position leads a team that is at the forefront of creating SFMTA capital and programmatic success, developing plans, programs, and proposals to advance transportation priorities in San Francisco. The position oversees large, often cross-functional, organization-wide initiatives; developing strong relationships with internal and external stakeholders to increase and maximize the scale, impact, and opportunity of all potential funding sources. This is done through strategic and skillful financial and capital analysis and modeling, high-quality planning, a keen sense of how to develop and advocate for legislative and policy priorities, and thorough collaboration with SFMTA divisions and sections as well as external partners.

Examples of Important and Essential Duties:

  • Leads the development of critical financial models guiding transportation investment, including revenue models and projections related to MTA Capital Improvement Plan (CIP)
  • Works with capital project managers, capital budget, and grants team to create funding plans for high dollar value, long-term projects.
  • Represents SFMTA interests with funding partners and builds productive and responsive relationships with the Controller’s Budget Analysis Division, Mission Bay Transportation Committee, IPIC, and the Office of Public Finance peers (e.g. Caltrain, BART), partner funding agencies (e.g. San Francisco County Transportation Authority and the Metropolitan Transportation Commission)
  • Leads staff in projecting, reporting, and reconciling operating, and capital revenues with actuals and between various systems including the budget system (BPMS), the accounting system (PeopleSoft), and the capital budget system (Ecosys)
  • Coordinates with Transit, Street, and Chief Strategy Office to understand how agency operations impact revenue and identify ways to optimize revenue.
  • Coordinates with Accounting and Revenue Collections and Sales team to understand how operations impact revenue reporting.
  • Monitors and reports on fund balances and burn rates and coordinates with capital expenditure and grants teams to ensure timely expenditure consistent with fund sources rules and regulations.
  • Manages revenue base for SFMTA’s bi-annual budgeting process including projecting and loading revenues, including coordinating with Accounting to ensure revenues are budgeted to the correct chart fields.
  • Manages staff who coordinate SFMTA’s revenue bond portfolio including ensuring working with Accounting to ensure key activities such as debt service payments, annual and continuing disclosures, bond arbitrage reports are completed, prepare quarterly reports to oversight committees, update investor relations website, monitoring burn rate and coordinating with capital budget team to ensure bond proceeds are spent timely and consistent with bond requirements, managing Revenue Bond Oversight Committee, participating in quarterly Debt Managers meeting, and participating in revenue bond issuance process.    
  • Coordinates with T2050 Manager to understand the impact of policies, funding strategies, and legislation to advance San Francisco transportation goals.
  • Performs related duties and responsibilities as assigned.

Qualifications

Minimum Qualifications: 

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Three (3) years of full-time professional-level experience in budget management experience, which includes: budget planning, analysis, and control. Professional-level experience in the functional areas consist of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualification:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience managing staff individually and leading teams through the public sector budgeting process.
  • Advanced proficiency with Public Sector financial systems, PeopleSoft Financials, Reports and Analytics, and Procurement processes.
  • Experience in developing and implementing an indirect cost plan and developing overhead rates.
  • Experience with funding approvals for capital projects.
  • Experience with grant-funded capital projects.
  • Experience with monitoring capital projects with multiple funding sources.
