The Office of the Controller’s mission is to ensure the City and County of San Francisco’s financial integrity and promote efficient, effective and accountable government. Its vision is to be a model for good government and to make the City a better place. The City Services Auditor has actively and successfully assisted the Controller in fulfilling its mission by providing best in class audit services that assist City leadership in making strategic decisions to improve the economy, efficiency, and effectiveness of government services. In recent years, the Audits Division has:

  • Received national awards from the Association of Local Government Auditors recognizing the quality of the Division’s audit reports and the impact the audits have had to improve city programs and services.
  • Passed (without deficiencies) three consecutive triennial peer reviews, which are required by Generally Accepted Government Auditing Standards.
  • Issued hundreds of audit recommendations, with an average citywide recommendation implementation rate of over 90 percent.
  • Developed and successfully implemented mission-critical audit programs, including those related to citywide public integrity, construction and capital programs, IT and cybersecurity auditing, and various citywide key business processes.
  • Successfully managed a highly regarded Whistleblower Program that now receives, investigates, and/or refers over 500 reports per year, and, on an average, sustains about 20 to 30 percent of them.

The City’s 1996 Charter designates the Controller as the chief accounting officer and auditor for the City and County.  The City and County has a budget of over $9 billion of which two-tenths of one percent is annually legislatively mandated to the City Services Auditor.  To fulfill his role as the City Auditor, the Controller designates his audit authority to the Director of City Services Auditor and together they fulfill these legislative mandates as a condition of his audit authority by:

  • Reporting on the level and effectiveness of San Francisco's public services and compare the City to other public agencies;
  • Conducting performance and financial audits of City departments, contractors, and functions; and
  • Running a whistleblower complaints hotline and website and investigate reports of waste, fraud and abuse of City resources.

Under direct supervision, assists in planning, organizing, and conducting performance audits, qualitative and quantitative data analyses, program evaluations, benchmarking, investigations, information technology audits, compliance audits, and financial and/or forensic audits to analyze, assess and review the effectiveness, efficiency and economy of the management, operations, and activities of governmental agencies, vendors, contractors, and other parties that do business with the City and County of San Francisco, and performs related survey, research and duties as assigned.  

Essential duties for this job include, but are not limited to:

PERFORMING AUDITS
Audits and investigates a variety of programs, functions, processes, and activities within city departments and contracts to evaluate efficiency, effectiveness, economy, and compliance elements.

  • Identifies and evaluates internal controls.
  • Conducts fieldwork testing, including collecting, analyzing, and documenting audit evidence as it relates to the audit objectives.
  • Performs data reliability testing on data sets provided by audited entities in conformance with industry standards.
  • Develops audit findings and recommendations that are fully supported by analysis.
  • Conducts audit follow-up activities. Performs all assignments in accordance with the office policies and/or Government Auditing Standards, as appropriate.

PLANNING AUDITS

  • Scopes audit, including researching legal mandates and other background information, determining needs of key stakeholders, and identifying potential sources of evidence.
  • Performs risk assessments to determine audit scope and objectives for different projects of all levels of complexity.
  • Develops audit scope and objectives with limited or no prior audit information, and prepares detailed audit programs to conduct testing, detailed budgets, and milestones.  

COMMUNICATION, PRESENTATION, & WRITING

  • Interviews management and staff of audited entities to obtain key information as it relates to the audit objectives.
  • Plans, organizes, and conducts audit entrance and exit conferences and periodic meetings with department management to inform them of audit progress and results.
  • Prepares presentations and may present audit results to a variety of audiences including department management and public hearings.
  • Prepares written audit reports that effectively and concisely communicate audit results.  

PROJECT MANAGEMENT & TEAMWORK

  • Maintains close contact with the audit manager and/or director regarding project progress and problems.
  • Prioritizes assignments to meet tight deadlines.
  • Performs multiple projects/tasks simultaneously.
  • Actively contributes to team effort.
  • Maintains constructive working relationships with various city employees, management, and auditee staff.

Performs other duties as needed, including: providing input into the annual audit work plan to identify audit risks and priorities; maintaining the appropriate level of confidentiality and sensitivity; recommending and/or developing operational changes for the City Services Auditor division; maintaining professional proficiency through continuing professional education and participation in professional associations; may assist in receiving, entering and investigating complaints for the whistleblower program; may assist in constructing records and data that may have been destroyed or falsified; may assist in the IT risk assessment and development of the IT audit plan program for the division; and performs other related duties and responsibilities as assigned.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.  

Experience:
No previous experience is necessary for this classification; candidates must be willing to learn auditing principles and practices; receive on-the-job training to acquire practical experience in applying professional standards and developing auditing skills.

Note:

Supplemental Questionnaire (Weight 100%):
All applicants must complete the Supplemental Questionnaire, which serves as the sole examination component for this classification. Information provided by qualified candidates on the supplemental questionnaire will be used to evaluate candidates and measure knowledge, skills and/or abilities in job-related areas for job class 1867 Auditor I, which includes, but may not be limited to: critical thinking and analytical ability; written communication; organizational skills.  The Supplemental Questionnaire will be sent to qualified candidates after the filing deadline.

Additional screening mechanisms may be implemented in order to determine the applicants’ qualifications. Only those applicants whose backgrounds best match the position will be invited to participate in the selection process. Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
