Job Description

Project: SFPUC Water Radio Replacement Project Implementation      

Under direction of the SFPUC Radio Communications Manager, provides technical leadership, direction and assumes technical responsibility for completion of our major 7/800 MHz P25 Radio project (Herein called Radio system or project). Performs and reviews complex work involving analysis, planning, designing, implementation, maintenance, troubleshooting and enhancement of complex large Radio systems and associated networks consisting of a combination that includes computer software/hardware/radio-frequency based systems, LANs, WANs and the physical and logical components that integrate these systems together as a backhaul networking backbone. Serves as the lead technical architect and systems integrator for large complex Radio systems.

Essential Duties and Responsibilities

As assigned by the Radio Communications manager:

1. Analyze and evaluate Radio systems software, hardware, back haul communications and power strategies.

2. Independently complete complex Radio project/support tasks, often working directly with the vendors.

3. Be the primary expert and support person for the legacy Water Enterprise low band Radio system that covers 7 counties/2400 square miles of northern California. Once the new Radio system is in production, lead the sunsetting of this legacy Radio system.

4. Extensive field work will be required for both the new Radio system and the legacy Radio system.

5. Work directly with Radio site owners to obtain leases and set up payments.

6. Be part of the field team which oversees Radio equipment site installation including: electronics, antennas, network gear, power, and all other radio related equipment.

7. Be part of the field team which oversees the acceptance of the new Radio system.

8. Design, review designs, plan, integrate, test, implement, document, and enhance the Radio system.

9. Monitor system performance.

10. Troubleshoot system software, hardware, and network problems.

11. Potentially provide 24-hour on-call support to ensure rapid recovery from Radio system, software, hardware, or network problems.

12. Act as the liaison between vendors, technical support hot-lines and departments to resolve Radio system issues. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems, or network management.

13. Take assigned Radio system training. Train and demonstrate Radio systems to IS professionals and non-IS professionals.

14. Implement and maintain upgrades/updates/fixes for the Radio system and its related components, without negative impact to the overall availability and reliability of the system.

15. Plan, develop and implement backup and disaster recovery procedures for the Radio system.

16. Perform as project lead in major Radio sub-projects. Monitor, coordinate and review project tasks and resources, providing technical assistance and guidance.

17. Participate in Radio industry groups.

18. Acts as lead for Radio Project scope relating to the Weather RADAR System.

19. Assist in setting up a Radio shop in the East Bay (Sunol).

20. Assist in converting the Sawyer Ridge radio site from solar power to utility power.

21. Plan, develop, schedule, coordinate, and implement Facilities Maintenance Program

The 1044 Principal IS Engineer will perform other related duties and project work as assigned.

Desirable Qualifications

  • Federal Communications Commission (FCC) General Radiotelephone Operator License (GROL) (please submit proof of license as a supporting document to SmartRecruiters application)
  • FCC GROL Radar Endorsement
  • Tower Climbing Certificate and experience
  • Electrical, Power Generation and HVAC maintenance, knowledge, and experience
  • Professional work experience at a water, sewer, or power utility company
  • Knowledge of microwave and computer networks
  • Knowledge and practice with Microsoft Suite
  • Proficient technical writing skills
  • Five (5) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise Radio System and/or Business Network

Qualifications

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].

Experience:

Five (5) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
