Job Description

Digital Services, a division within the Information Technology program, is a collaborative agile team at the San Francisco Human Services Agency (SFHSA) that focuses on the rapid and innovative delivery of various digital technologies across our agency.

We are an open source development team, providing technical expertise, support, and development for our two Drupal sites, the public facing SFHSA website (www.sfhsa.org) and our employee intranet portal. We strive to provide efficient, seamless, and well-crafted services that meet the evolving needs of our clients through iterative, human-centered design and development. We pride ourselves on open communication, caring for each other, and having fun as a team while we develop and deliver essential web products for the SFHSA and our clients.

Under the general direction and supervision of the 1070 IS Project Director, this position will provide technical leadership for the Agency’s two Drupal web products: sfhsa.org and the intranet. This role works closely with Product and Design throughout the product lifecycle to build useful, usable, and maintainable sites with the end goal of getting our clients the services they need.

ESSENTIAL TASK AND DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.

  1. Collaborate with a cross-functional team on the strategic planning and execution of Drupal sites with a focus on delivering top-notch quality, maintainability, and user experience.
  2. Update the Intranet’s theme, components, and authoring experience to parity with sfhsa.org.
  3. Develop, test, and deploy Drupal websites.
  4. Write technical/procedural documentation for both sites as needed.
  5. Share release manager duties with other developers for releases to both sites.
  6. Maintain the Drupal installation and modules by consistently keeping them patched and up-to-date.
  7. Provide quality code reviews on pull requests.
  8. Serve as an escalation point for difficult and complicated technical issues.
  9. Share your knowledge and experience to enhance the knowledge base of both our team and our clients.

Qualifications

1. Education: An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].    

AND

2. Experience: Five (5) years of experience in applications or software programming or development.

SUBSITUTION

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

SUPPLEMENTAL INFORMATION

Essential duties require the following physical skills and work requirements: Some positions may require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment. May require hand/eye coordination and manual dexterity for data entry. May involve extensive VDT exposure.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

Desired Qualifications

  • 5+ years of experience in web content management and/or web application development.
  • In-depth knowledge of Drupal 9 and/or 10 incl. Advanced site-building ability.
  • Drupal, PHP, jQuery, JavaScript, CSS, HTML.
  • Experience creating responsive themes with SASS and NPM.
  • Experience working with and maintaining a wide range of Drupal modules.
  • Experience with common git-based development workflows and code management including release management.
  • Experience with Linux and web servers and comfort working in a terminal window.
  • An understanding of how to troubleshoot common development issues.
  • Experience with the following technologies is a plus: Acquia hosting, Solr search, Mamp or DDEV, Drush.
  • Curiosity about new standards, technologies and techniques.
  • Ability to understand iterative requirements and quickly identify changes to scope and project risks.

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of computer languages; electronic data processing and its applications; requirements, installation procedures, hardware, software and maintenance of systems; emerging technologies and software; systems development life cycle; common operating systems; job flow within a large scale data processing environment; systems analysis and design; multi-platform applications and software; script/procedure languages; designing, coding, testing and implementing highly complex programs; relational database systems; functional requirements, structured systems or procedures analysis; data modeling; business applications development; technical writing; network environments; multi-platform applications and software; LAN and mainframe communications; systems development life cycle; training techniques; techniques and practices of supervision and project management..

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
