What We Do: The Mayor’s Office of Public Policy and Finance is seeking a Junior Fiscal & Policy Analyst, reporting to the Mayor’s Deputy Budget Director and Mayor’s Budget Director. The primary responsibility of the Mayor’s Office of Public Policy and Finance is to prepare and submit a balanced City budget in June of each year. Other functions of the Mayor’s Office of Public Policy and Finance include: participating in development and monitoring of the administration’s policy initiatives; synthesizing information about budget issues and government operations into clear messaging for City stakeholders; and, working on fiscal impacts related to legislative issues.
Job Description
What You’ll Be Doing: The Junior Fiscal & Policy Analyst is responsible for performing analysis of small to medium-size departmental budgets both as part of the annual budget review and throughout the year; building and maintaining relationships with department fiscal staff; and, preparing and presenting policy and budget analysis to the Mayor’s Deputy Budget Director and Mayor’s Budget Director. Depending on qualifications and progress, this hire may be able to progress into a Fiscal & Policy Analyst role after 1-2 years.
As a Junior Fiscal & Policy Analyst, you will review and analyze annual budget submissions of various city departments within your budget portfolio; monitor your departments’ spending and hiring over the course of the year; and act as key contact for budget, policy, and program matters between the Mayor’s Office and your departments. You may be a great fit for this role if you have current experience in the public policy or political sector, and are looking to deepen your analysis and communications skill set.
Working Hours: Full-time, 40 hours/week. Additional hours may be required to complete assignments, as needed. In particular, this team works longer hours, including frequent evenings and weekends, during the busiest months of the budget season (March through June). This position is based in San Francisco City Hall with a hybrid work schedule; employees are required to be in-office a minimum of three days per week.
Qualifications
Minimum Qualifications:
- Possession of a Bachelor’s Degree in public policy, political science, or related field and 18+ months of relevant experience. Relevant experience can include: budget/financial analysis, legislative/policy analysis, and/or program development or operations.
- Strong analytical and writing skills.
- Ability to work collaboratively with a variety of individuals, including city department staff and Mayor’s Office staff.
- Computer literacy, including proficiency in Microsoft Excel
Preferred Qualifications:
- Familiarity with San Francisco Bay Area and/or local resident
- Experience in public policy and/or budgeting roles
- Eagerness to build policy and fiscal expertise about departments throughout the City
