Together, these six sections comprise a Division of 450 budgeted FTE with a FY 22-23 Annual Appropriate of $123.7 million.

Position Description:

Under general administrative direction of the Chief Financial Officer, the 9179 Manager V - Chief of Staff is responsible for the daily operations of the Finance and Information Technology  Division, as well as performance and financial reporting, business process improvement and documentation, policy development and documentation, and leading the agency’s financial response to emergencies.

Examples of Important and Essential Duties:

  • Plans, monitors, evaluates, and supervises FIT operations and administrative procedures, including coordinating division-wide activities such as on-boarding of new staff, performance evaluation, space allocation, payroll approval, supervising and coordinating FIT wide administrative tasks such as supply ordering, calendaring and coordinating meetings with FIT Senior Managers and Division Directors, such as FIT quarterly employee engagement meetings, including supervision of one staff assigned to these tasks.
  • Develops and implements quarterly performance reports for FIT to monitor and evaluate the effectiveness and efficacy of the FIT delivery of services, organizational structure, staffing levels, financial systems, and other internal operations and identify and recommend alternative approaches or improvements; implements revisions, adjustments and changes.
  • Directs gathering and analysis of information to prepare quarterly financial reports, receives and analyzes quarterly financial reports to identify key financial trends, and develops materials such as briefings, talking points, dashboards, and PowerPoints to communicate findings to Executive team, Division Directors, and managerial staff from City Departments such as the Controller and the Mayor’s Budget Office, and funding partners such as the Metropolitan Transportation Commission and the San Francisco County Transportation Authority. 
  • Serves as financial liaison for the Agency with a variety of other City/County staff, policy-making officials, and officials of outside agencies during declared emergencies, explain policies and administrative procedures related to collecting financial data in an emergency, plans, develop, and implement financial reporting related to emergency expenditures, coordinate with Accounting units such as Payroll, Accounts Payable, and Financial Reporting, and the Contracts and Procurement Section to obtain and report on emergency related financial data, and represent FIT in Emergency Operations Center.
  • Coordinates with Manager VII, Sr. Budget Manager Budget, Financial Planning & Analysis, Manager V, Budget Manager, Budget & Analysis to develop and administer FIT budget, including forecasting budget needs, directing and monitoring expenditures, providing CFO with practical options and recommendations regarding potential cost over-runs and other budget issues, and implementing budgetary adjustments if necessary.
  • Participates in bi-annual operating and capital budget process, by coordinating budget process with other managerial staff across Divisions and other managerial levels of city/county government, and outside agencies to negotiate and resolve difficult and complex issues related to inter-departmental budgetary issues such as workorders.
  • Supervises four member asset management unit, develops strategy to implement asset management system, and implements change management to make asset management unit central to SFMTA asset management function.  
  • Assembles or participates in high-level teams, taskforces, and committees to work on cross-cutting and/or challenging issues.
  • Coordinates and leads special projects, in coordination with staff, city government executives, stakeholders, and elected officials.
  • Communicates effectively and proactively with high-level external stakeholders, including liaising with SFMTA executive staff and other City agencies to coordinate and set guidelines/agendas for multi-agency initiatives and meetings.
  • Provides direct supervision to administrative and program staff including monitoring and evaluating the activities of staff and taking appropriate steps to improve performance, such as coaching or training.
  • Works closely with FIT Staff, SFMTA Executive Management, external agencies, as well as the SFMTA Board of Directors, SF board of Supervisors, and Mayor’s Office
  • Performs related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

1. Possession of a bachelor’s degree from an accredited college or university; AND

2. Seven (7) years of professional level experience in: performance reporting; financial reporting; business process improvement and documentation; policy development and documentation; office administration; budget preparation and implementation; and/or emergency response coordination of which three (3) years must include experience supervising professionals.

Substitution:

Education Substitution: Additional qualifying experience as described above may substitute for the required education on a year-for-year basis for up to four (4) years.

Experience Substitution: Possession of a master’s degree from an accredited college or university in any major may substitute for one (1) year of the required experience. This substitution may not be applied to the required three (3) years of supervisory experience.

Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

  • Ability to effectively represent the Agency before boards and commissions in public meetings and hearings; present facts clearly and concisely orally and in writing; and prepare and present comprehensive reports.
  • Ability to maintain composure and to be positive and energetic under stressful conditions.
  • Ability to communicate verbally and in written format, listen actively, and with empathy.
  • Competence in Microsoft Office software suite including Word, Excel, and PowerPoint.
  • Previous experience with City and County of San Francisco (CCSF) government, CCSF financial and reporting systems such as FSP, BPMS, and Power BI, the city-wide budget, COIT, and capital budget process, locally enabled state agencies such as the Metropolitan Transportation Commission and the San Francisco Transportation Authority, knowledge of or experience with transportation industry is desirable, but not essential. 
  • Demonstrated excellent political acumen.
